Inspection activities
The inspector observed the quality of teaching during activities indoors and outdoors, and assessed the impact this has on children's learning. The inspector spoke with staff and children during the inspection. The inspector completed a joint observation with the manager, who is also the provider. The inspector held a meeting with the provider. She looked at relevant documentation and evidence of the suitability of staff working in the nursery. The inspector spoke to a number of parents during the inspection and took account of their views.
p.3
Effectiveness of the leadership and management is inadequate
Safeguarding is ineffective. The provider does not keep a record of children's hours of attendance. She does not make sure there are a sufficient number of toilets for the staff and children in the nursery. The provider does not ensure that food children bring in their lunchboxes is kept cool or refrigerated where required. This puts children's safety and welfare at risk. The provider ensures that the premises are secure and persons whose suitability has not been checked do not have access to children. She understands the timescales for notifying Ofsted of significant incidents. Staff have a secure understanding of the signs that indicate a child might be at risk from harm. They know the procedures to follow if they have concerns about a child's welfare. The provider does not accurately identify and address weaknesses in staff's practice. There are no targeted plans for professional development to help staff improve their skills and knowledge.
p.4
Quality of teaching, learning and assessment is inadequate
Staff do not find out enough information about children's starting points, interests or preferences for learning when they enter the nursery. Staff complete some observations of children's development. These are shared with parents, which helps them to continue children's learning at home. However, staff do not use the information they gather to effectively plan for children's individual learning needs and next steps. Staff do not provide a good balance of adult-led and child-initiated play. They do not guide children's play well enough or provide them with sufficient challenge to help them make good progress. Nevertheless, children enjoy playing with small-world toys and making models with play dough.
p.4
Personal development, behaviour and welfare are inadequate
The weaknesses in leadership and management place children's safety and welfare at risk. Nevertheless, the indoor environment is well resourced and children can make choices about their play. Children's behaviour is managed appropriately. The provider offers healthy snacks and children have opportunities to play in the fresh air. Children are encouraged to develop their independence, such as putting on their own coat. They receive praise, which helps to promote their emotional well-being and self-esteem.
p.4
Outcomes for children are inadequate
Weaknesses in planning and assessment mean that children are not supported well enough to develop the skills they need for school. However, children are confident to initiate conversations and play with their friends. They learn to count and recognise shapes and have some opportunities to develop early literacy skills.
