This provision is inadequate
The provider has failed to follow the correct procedures relating to safeguarding. She has failed to notify Ofsted of the action taken in respect of an allegation being made about a person living, working or looking after children on the premises. Staff do not always make the very best use of professional development opportunities in order to further develop their already good knowledge and skills.
p.1
It has the following strengths
Staff give children clear rules and expectations for behaviour. They teach children to think of others' feelings, to share and to take turns. Children are developing good social skills and play cooperatively alongside each other. The manager tracks children's progress to identify and address any gaps in their learning promptly. This enables all children, including, two-year-olds, to make progress from their individual starting points. Children are acquiring the knowledge and skills that prepare them well for starting school. Partnerships with parents are strong. Staff provide daily feedback to parents about what their child has enjoyed learning about during the session. Staff help to support parents in continuing their child's learning at home by regularly sharing information about the next steps. Effective systems for performance management are in place. The manager completes regular supervision sessions to ensure staff are well supported. She monitors the

Inspection activities
The inspector observed the quality of teaching during activities and assessed the impact this has on children's learning. The inspector completed a joint observation with the nursery manager. The inspector held a meeting with the nursery manager. She looked at relevant documentation, such as the nursery's self-evaluation and evidence of the suitability of staff working in the nursery. The inspector spoke to a small number of parents during the inspection and took account of their views.
p.2
Effectiveness of the leadership and management is inadequate
The arrangements for safeguarding are ineffective. The provider demonstrates a poor understanding of her responsibilities in relation to notifying Ofsted about any allegations of serious harm or abuse by any person living, working or looking after children at the premises and the action taken in respect of an allegation being made. This means the setting is not taking all reasonable steps to ensure children's safety and welfare. However, staff can identify the signs and symptoms of abuse and know how to report a concern about a child in their care. Staff work well together to review the quality of the provision effectively. They consider the views of parents and children and set clear targets for ongoing improvements to be made to the nursery. Parents comment that they feel respected, valued and fully included in their children's learning and development.
p.3
Quality of teaching, learning and assessment is good
Staff use observations and assessments effectively to help plan relevant and individual next steps for children's learning. Staff sit with children and join in with their play. Staff introduce and repeat words to help children's understanding and to further develop their communication and language skills, providing opportunities for children to join in stories and develop their writing skills as they play. Children relish taking part in the actions for a 'bear hunt' and drawing their faces using mirrors. Staff introduce numbers, size and shape into children's play. This helps to build on children's understanding of mathematics. Children delighted in comparing the different sizes of penguins and other animals in the 'moon sand' tray. Children develop a good understanding of the similarities and differences between people and communities. Children are excited about dressing up and taking part in fundraising events.
p.3
Personal development, behaviour and welfare are inadequate
Weaknesses in the leadership and management of the provision mean that children's safety and well-being are compromised. Despite these weaknesses, children develop strong relationships with staff and other children. Children settle well and are emotionally secure and confident in the welcoming, nurturing environment provided by staff. The playroom is exciting, engaging and inviting for all children with good quality resources and equipment available to enhance their play. Children have a good awareness of the importance of leading a healthy lifestyle. They enjoy a variety of nutritious snacks and have opportunities every day to be active outdoors.
p.3
Outcomes for children are good
Children are confident and show good levels of concentration during activities. They are motivated and eager to join in, regularly returning to activities to strengthen their learning. In relation to their starting points, children are making good progress. Children are working comfortably within the range of development typical for their age. Children develop a positive attitude to their learning, helping to prepare them for their future move to school.
