This provision is inadequate

 There are weaknesses in the childminder's safeguarding and child protection knowledge and understanding. Children's welfare is not protected adequately. This is also a breach of Childcare Register requirements.  The childminder, despite being qualified and experienced, does not have an adequate understanding of the requirements she must meet and has made limited improvement since the last inspection. She does not have adequate insurance cover on her car to transport children and does not record all the required information about children.  The childminder does not understand the requirements about the numbers of children she can care for at any one time. At times, she has cared for too many children, which compromises children's welfare.  The childminder does not monitor children's progress accurately or use what she knows about their stage of development to plan effectively for their future learning. Children

do not make adequate progress in their learning and development.  The childminder does not promote children's health effectively. She is not consistent with hygiene routines. In this respect, she is not a good role model for children.  The environment is not motivating for children. There is a poor range of activities and resources for children to choose from.

Inspection activities

 This inspection was carried out as a result of a risk assessment process, following information received by Ofsted.  The inspector observed the quality of teaching during activities indoors, and assessed the impact this has on children's learning.  The inspector held a number of discussions with the childminder. She looked at relevant documentation and evidence of the suitability of persons living in the household.  The inspector spoke to children during the inspection.

p.3

Effectiveness of the leadership and management is inadequate

The childminder has made little progress in developing her awareness, knowledge and understanding of the safeguarding and welfare, and learning and development requirements since the last inspection. Safeguarding is ineffective. The childminder is still unsure of the procedures to follow if an allegation is made against her or another household member. She is not familiar with the broader aspects of safeguarding and all possible indicators that a child may be at risk of harm. Therefore, she is not equipped well enough to make sure children are protected from harm. The childminder is not aware of the required adult-to-child ratios and has regularly cared for more children than she should. She does not record all required information about children and does not ensure her car is adequately insured to transport children. The childminder records all accidents and shares this information with parents. She knows what to do if she receives a

complaint and she holds a valid first-aid certificate. The childminder has completed risk assessments of her home and minimises safety hazards.

p.4

Quality of teaching, learning and assessment is inadequate

The childminder fails to use her teaching skills effectively. She does not provide adequate support to help children to make good progress in all aspects of their learning. The childminder does not accurately assess where children are in their development. She does not have an accurate overview of children's abilities and what they need to learn next. She does not plan activities that build on what children know and can do. Children are not suitably challenged and make insufficient progress in their learning. Since the last inspection, the childminder has improved how she involves parents in their child's development. She shares some relevant information about how children are progressing and how learning can be encouraged at home.

p.4

Personal development, behaviour and welfare are inadequate

Children's well-being is compromised by the childminder's lack of safeguarding awareness, hygiene practice and failure to meet all requirements for the safe management of her provision. She does not gather all required information about children from parents to safeguard their well-being. Hygiene routines are not consistently followed; for example, during the inspection the childminder did not wash her hands or surfaces before preparing lunch and did not encourage children to wash their hands before they ate lunch. Children have healthy snacks and meals and opportunities for daily exercise in the fresh air, for example, when they go for walks and visits in the local community. Children are relaxed in the childminder's care and are well behaved. Children develop an understanding of diversity through activities that teach them about people in the wider world.

p.4

Outcomes for children are inadequate

Teaching is not focused sufficiently on making sure that children make good enough progress in their learning and development. This means that they do not gain the basic skills they need to support their future learning. Although children show an eagerness to learn, the lack of interesting and stimulating resources and activities means that they are not always engaged in purposeful play or suitably challenged.
