This provision is inadequate
The childminder has not made any progress in meeting the learning and development requirements since her last inspection. Children are not supported in their learning. The childminder lacks a basic understanding of how young children learn and develop. She is unable to identify what children know or what they need to learn next. Therefore children do not progress in their learning. The garden is not safe. The childminder has not completed a risk assessment or taken steps to minimise hazards for children. For example there are broken toys, equipment and garden chemicals within reach of children.
p.1
It has the following strengths
The childminder builds warm relationships with the children and they approach her for reassurance. The childminder builds sound relationships with parents and provides them with some basic information about their child's day.
p.1
What the setting needs to do to improve further
To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

Inspection activities
The inspector completed observations of the childminder and the children and spoke to them at appropriate times. The inspector completed a joint observation with the childminder and discussed the findings. The inspector looked at some documentation such as policies and procedures.
p.2
Effectiveness of the leadership and management is inadequate
The childminder acknowledges that she has not taken any action to improve her knowledge of the early years foundation stage. This is particularly in relation to the learning and development requirements. She does not reflect on her practice to improve the quality of her teaching. As a result, the childminder does not have a good enough understanding of how to plan activities appropriate to children's age and stage of development. She also does not know how to monitor whether children are progressing as they should be. Safeguarding is ineffective. The childminder has a basic awareness of child protection. She has a suitable understanding of whom to contact in the event of a concern with a child's welfare. However, she does not provide a safe outdoor environment where children can explore and investigate.
p.3
Quality of teaching, learning and assessment is inadequate
The quality of teaching is very poor. The childminder does not understand how to complete observations or how to use the information available to her to plan the next steps in children's learning. The quality of interaction varies greatly. The childminder does not talk to children enough in order to successfully promote their communication skills. When she does interact with them she fails to support their learning. For example, when looking at books with children, she reads the words too quickly and has turned the page before children have the opportunity to notice what is on the page, respond and repeat words back.
p.3
Personal development, behaviour and welfare are inadequate
Although there is an appropriate range of toys in the indoor environment, the childminder does not understand how to use them to help children learn. Children show interest in some activities but because of the childminder's lack of understanding she is not able to support them with their learning. Consequently, quickly children lose interest and wander off. Children's behaviour is generally appropriate for their age and stage of development.
p.3
Outcomes for children are inadequate
Children make insufficient progress in their learning. This is because the childminder has not taken action to increase her understanding of how children learn and develop. She is therefore not able to support them to make progress and become ready for school.
