This provision is inadequate
Children's welfare is at risk. The childminder does not take into account children's different ages and developmental needs when managing their behaviour. Children do not learn what constitutes acceptable behaviour and they do not learn how to manage their emotions or respect each other's feelings. The childminder does not have a secure understanding of the early years foundation stage or how children learn and develop. She fails to recognise where children are in their learning and is unable to assess or plan to meet their individual needs. The childminder does not monitor children's learning and development effectively. She fails to identify what children need to learn next. Children do not make the progress of which they are capable. The childminder does not gather sufficient information from parents about what their children already know and can do when they start attending. She is unable to identify

children's starting points or plan how to meet their ongoing development. The childminder does not know how to carry out effective evaluations of her practice. She fails to identify and address weaknesses so that outcomes for children improve, and she does not meet the Early Years Register and Childcare Register requirements.

It has the following strengths
Children have opportunities to visit make visits in the local community. For example, the childminder takes them to the library, the museum and to local playgroups.

Inspection activities
The inspector observed the quality of the childminder's teaching in her home. The inspector took into account the views of parents through their written testimonials. The inspector observed how the childminder supervised children when collecting them from playgroup. The inspector spoke with the childminder and the children at appropriate times during the inspection. The inspector sampled paperwork, including policies and procedures, risk assessments, children's records and the childminder's qualifications.
p.3
Effectiveness of the leadership and management is inadequate
Safeguarding is ineffective. The childminder's methods to manage children's behaviour are inadequate. She does not teach children how to behave in an appropriate way. For example, she does not support children to manage their feelings or to learn how their actions affect the care and learning experiences of others. The childminder understands how to keep children safe on outings. She knows how to record information about incidents concerning children's safety and to pass the information to the correct professionals. The childminder has failed to address the learning and development actions from the previous inspection. Her knowledge of the early years foundation stage is weak and she has limited understanding of how children learn and develop. The childminder does not carry out assessments of children's achievements to monitor their progress. She does not plan challenging experiences that are tailored to meet their individual needs and

interests. The childminder does not reflect on her practice effectively to make improvements that support children's ongoing care and learning. She has taken some steps to develop her knowledge, such as attending a training course about inclusion. However, this has had little impact on her practice.
p.4
Quality of teaching, learning and assessment is inadequate
The childminder has a poor knowledge of the different areas of learning and children's stages of development. When children first attend she does not work with their parents effectively to find out what children have achieved at home. This means she is unable to identify children's starting points, plan ongoing support for each child's development and keep parents involved in their learning. The childminder does not know how to assess children's individual progress or how to plan experiences that provide enough challenge and motivate them to learn. For example, she gave children pots and moulds to use when playing with the dough but did not interact effectively with the children to extend their learning. On another occasion, she gave children sponges that did not fit the pots when they wanted to paint with them. This hindered their learning and limited their creative skills. Children do not get the chance to learn in ways that suit them best. For example,

children who learn better outdoors were not allowed to play outside when they chose.
p.4
Personal development, behaviour and welfare are inadequate
The weaknesses in the childminder's behaviour management strategies mean children's well-being is not assured. She does not know how to teach children to recognise that their actions and behaviours are unacceptable. For example, she often said 'no' or 'don't' without explanation and physically moved children away from each other when they had disagreements. She also told them to 'sit down' or 'get off' other children. If they did not comply immediately, she lifted them up or sat them down herself. The childminder does not give young children and pre-school age children guidance on how to behave that matches their level of understanding. They do not learn to share, take turns or show care and consideration for others.
p.4
Outcomes for children are inadequate
Children do not make sufficient progress in their learning. They do not learn how to behave in acceptable ways or to manage their feelings and actions. Children develop some communication and language skills. For example, they speak clearly and are confident to speak to others. However, the childminder's lack of knowledge about how children learn and develop, and her weak interactions, limit children's ability to gain the skills needed for future learning and for school.
