This provision is inadequate

 The manager has a poor understanding of the statutory requirements in relation to staff qualifications. She has failed to ensure that children are safe and adequately supervised by required numbers of suitably qualified staff.  The manager has failed to deploy staff appropriately across the nursery to ensure that they are able to meet children's needs at all times.  Risk assessments do not identify all aspects of the outdoor environment that need to be checked.  Systems to monitor the completion of the two year progress check are not robust, staff have not received relevant training and are unaware of their responsibilities.  Staff do not effectively use the information they gather through their observations and ongoing assessments of children. They do not plan activities that address gaps in children's learning or challenge them to make good enough progress overall.  Staff performance is not monitored to support their professional development or tackle

p.2

Inspection activities

 The inspector viewed the premises and the toys and equipment provided.  The inspector observed the quality of teaching during activities and assessed the impact this has on children's learning.  The inspector held discussions with the manager. She spoke with children and staff at appropriate times throughout the inspection.  The inspector sampled documentation, including suitability checks for staff, children's assessment records and the nursery's self-evaluation.  The inspector conducted a joint observation with the manager.  The inspector took into account the views of parents spoken to on the day of the inspection.

p.3

Effectiveness of the leadership and management is inadequate

Safeguarding is ineffective. The manager does not accurately identify significant areas of weakness and is unaware that some statutory requirements are not being met. She does not fully understand her responsibilities to meet the statutory requirements relating to staff qualifications. As a result, she has failed to ensure that there are sufficient numbers of appropriately qualified staff present during the day. However, staff demonstrate an understanding of how to report and respond to child protection concerns. The manager does not monitor the deployment of staff throughout the nursery closely enough. This has not improved significantly since the last inspection. Therefore, staff are not always deployed appropriately to enable them to attend to children's needs. This puts children's safety at risk. During the inspection, the inspector had to intervene when a younger child was at risk of falling off a high slide. Staff complete compulsory training, such as first aid

and basic safeguarding. The manager observes staff's teaching. However, information gained at supervision meetings with staff and through observations of their practice, does not identify specific training needs and weaknesses in practice. Therefore, these are not addressed to raise the quality of teaching to a good enough standard. Although self- evaluation is now in place, it is not effective in identifying and prioritising weaknesses. Where children are identified as requiring additional support, the manager has established links with other professionals. She gains additional support for children who require it.

p.4

Quality of teaching, learning and assessment is inadequate

Staff carry out regular observations of children playing. However, they do not know how to use assessments to accurately plan challenging experiences for individual children's learning needs and interests. Most staff do not know about the required progress check at two years and have not received any training on this. Staff provide some suitable activities to promote children's learning and development. However, they do not always adapt activities to capture children's attention or to respond to their changing interests. There are times when children are prevented from exploring and becoming absorbed in their learning, as staff move them on to something else too quickly. This leads to inconsistent teaching that is not always matched to all children's needs. Children enjoy playing instruments loudly and softly, fast and slow and singing songs. They have fun playing with the parachute and balls. Children explore in the mud kitchen making strawberry cakes. All

Quality of teaching, learning and assessment is inadequate

staff promote mathematics and children are beginning to count and recognise sizes and shapes.

p.4

Personal development, behaviour and welfare are inadequate

Breaches of the statutory requirements mean that children's safety and welfare is compromised. Staff help children to understand acceptable behaviour. For example, during group activities, staff encourage children to take turns. Children are happy and enjoy the time they spend at nursery. They learn to make friendships with others. Children's healthy lifestyles are supported well. They are offered nutritious and well-balanced meals and snacks. However, staff complete simple tasks that children could do for themselves. They do not encourage the older children to have a go and develop their independence skills in readiness for school. Good hygiene routines are followed. Children learn about festivals and celebrations in their own and other's cultures. Staff provide children with daily experiences outside for fresh air and exercise. Risk assessments are ineffective as staff do not understand what constitutes a potential hazard to children. They do not consistently

implement important health and safety procedures. There are areas of the outdoor play surface that pose a tripping risk to children. In addition, staff sign risk assessment forms to confirm that they have checked play areas for possible hazards. Parents are complimentary about the care provided for their children and value the warm relationships between their children and staff.

p.5

Outcomes for children are inadequate

Children do not make sufficient progress given their starting points. Although children are confident and inquisitive, weaknesses in teaching mean that children are not always supported to make enough progress in their learning and development. This means that overall, children do not acquire all of the key skills that prepare them well to start school.
