This provision is inadequate
Children's welfare is significantly compromised. The provider shows a lack of regard for ensuring the requirements of the early years foundation stage are met. They have not addressed all of the actions from the previous inspection. The procedures for vetting staff are weak. The provider does not carry out the necessary checks to determine the suitability of all staff working with children. The provider has failed to ensure that unvetted staff do not have unsupervised contact with children. The provider does not maintain public liability insurance.
p.1
It has the following strengths
Interactions between staff and children are strong. Staff organise a good variety of activities to promote children's learning and enjoyment. The environment is well organised and stimulating for children. There is plenty of space for children to explore, make their own choices and enjoy different types of play. Staff promote positive behaviour and encourage children to be confident, well behaved and polite.

Inspection activities
The inspector observed the range of activities available and assessed the quality of interactions between staff and children. The inspector spoke with staff and children during the inspection. The inspector completed a joint observation with the acting manager. The inspector held a meeting with the acting manager. She looked at relevant documentation and evidence of the suitability of staff working in the club. The inspector spoke to a number of parents during the inspection and took account of their views.
p.2
Effectiveness of the leadership and management is inadequate
The arrangements for safeguarding are not effective. The provider has failed to obtain an enhanced Disclosure and Barring Service check for every member of staff working with the children. Staff who have not completed the required checks are occasionally left unsupervised with the children. Furthermore, the manager is unable to verify that public liability insurance is maintained. These weaknesses put children at significant risk. In addition, the provider does not demonstrate the capacity to improve the quality of the club and has not addressed the weaknesses raised at the last inspection. Nevertheless, managers adequately supervise and monitor staff performance. This helps staff to develop their skills and improve experiences for children. Staff are trained in safeguarding procedures and they understand what action to take if they have any concerns about children's welfare. They continue to liaise with teachers at the school where children

attend, to help complement the learning that takes place during the day.
p.3
Quality of teaching, learning and assessment is good
Staff's knowledge and experience has a positive impact on children's play experiences. Staff seek children's ideas for new activities and topics they want to find out about. They make sure children have ample space and independent access to a good range of resources to support their interests. Staff are supportive and they engage well with the children. They encourage children to be creative, for instance when they paint their own pictures. During outdoor play, staff set challenges for children and show them how to use resources in different ways. Children have quiet areas where they can choose to do their homework or read a book. They enjoy using the school grounds for outdoor play in the fresh air. Children engage in relaxed conversations with their peers and staff. They cooperate with one another, for instance, when they construct their own models and suggest imaginative games to play together.
p.3
Personal development, behaviour and welfare are inadequate
Weaknesses in leadership and management mean that children's safety is significantly compromised. The provider does not promptly complete staff vetting processes to assure children's welfare. Despite this, children enjoy their time in the club and have fun with their friends. This is confirmed by parents when they say, 'Children love the club and look forward to attending'. Children are assigned a key person who monitors their well-being and makes sure their needs are met. Some staff have worked in the club for many years, providing consistency for children and parents, and fosters strong bonds between them. Staff set boundaries and remind children how to play safely. They promote children's independence and encourage them to do tasks for themselves. Older children show kindness towards the younger children, for instance, when they help them to tie their painting apron.
