This provision is inadequate
Management of the club is not good enough. The provider shows a lack of awareness of their responsibility to notify Ofsted of significant events within the required timescale. The provider has failed to inform Ofsted of a change of nominated person with overall responsibility for the club. Consequently, the new nominated person has not had required checks completed to ensure they are suitable for their role. The provider has failed to inform Ofsted and the local child protection agency of a serious accident. This involved a child who was injured at the club and needed hospital treatment. Accident records lack sufficient detail about how the accident occurred and how it was dealt with. Although the provider undertakes necessary checks to help ensure staff are suitable for their role, records of the checks are incomplete. Monitoring of standards in the club is not robust enough. Management do not recognise

where there are inconsistencies in the way staff implement procedures.
p.1
It has the following strengths
The acting manager shows a willingness to improve and understands what needs to be done to address identified weaknesses. Interactions between staff and children are good. Staff have made efforts to improve links with the Reception teacher to help support and complement children's learning. Indoor play areas are well organised, well resourced and inviting. There is plenty of space for children to make independent choices and enjoy different types of play.
p.1
What the setting needs to do to improve further
To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

Inspection activities
The inspector observed the range of activities available and assessed the quality of interactions between staff and children. The inspector completed a joint observation with the acting manager. The inspector held a meeting with the acting manager. She looked at relevant documentation, such as self-evaluation, accident records and evidence of the suitability of staff working in the club. The inspector reviewed written comments from parents and took account of how staff are responding to parent feedback.
p.2
Effectiveness of the leadership and management is inadequate
The arrangements for safeguarding are not effective. The provider did not promptly inform Ofsted about a change of nominated person. Individuals with responsibility for making decisions that affect children have not been vetted because relevant information has not been given to Ofsted. Serious accidents are not reported appropriately and details about accidents are not thoroughly recorded. There are gaps in the records of the checks completed to confirm staff are suitable to care for children. Monitoring systems lack rigour. Managers have not noticed or addressed where procedures are inconsistently implemented by the staff. This means children's safety and welfare are not assured. Since the last inspection, the management has prioritised some areas for improvement. It has more clearly assigned staff roles and responsibilities and has also introduced supervision meetings and peer observations as a way of developing staff performance. This has

helped to improve teamwork and the support for children to build on their knowledge and skills. Staff keep their knowledge of safeguarding procedures up to date. They develop friendly relationships with parents and welcome their views on how they can improve experiences for the children.
p.3
Quality of teaching, learning and assessment is good
Staff are supportive, caring and engage well with the children. They organise play space well so children can make independent choices from the good range of resources and activities on offer. Staff teach children what to do in the event of a fire. They help children to understand expectations regarding behaviour and have worked with them to create a group agreement display. At snack time, staff show children how to use the knife to spread butter and encourage them to have a go by themselves. Children enjoy a broad range of opportunities that promotes their learning and enjoyment. They have fun at the club and they are lively and animated in their play. For instance, children show excitement when they dress up and engage in imaginative role play. They challenge one another to a game of pool and enjoy building models with the dough. Children have access to quiet areas where they can complete their homework or read a book. Outside, children play

actively with balls and hoops and learn how to use the skipping rope in different ways.
p.3
Personal development, behaviour and welfare are inadequate
Significant weaknesses in leadership and management mean children's welfare is not promoted well enough. Some rooms in the building are not fit for purpose because repairs are needed. However, staff keep children safe by ensuring these areas are out of bounds. Children still have plenty of space to enjoy their play. Following negotiation with the school, children now use the school playground for outdoor play. Consequently, children have more opportunities to play outside. Relationships between staff and children are positive. Children are assigned a named key person, who helps them feel safe and secure. Staff have changed the snack time routine so children enjoy more healthy choices and have more opportunities to develop their independence. Children are well behaved and polite. They are confident to introduce themselves to visitors and to share their views about what they like to do at the club.
