This provision is inadequate
The childminder has failed to complete the process that enables Ofsted to carry out robust checks on the suitability of any person who has regular unsupervised contact with children. The childminder does not make sure that the premises are secure and cannot be entered by unauthorised persons. The childminder does not keep the required records for each child that is looked after on the premises. She does not keep a daily record of the names of the children being cared for and their hours of attendance. The childminder does not ensure that she has prior written permission from parents before administering medication to children. The childminder does not keep her knowledge of local safeguarding procedures and changes to legislation up to date. She is not aware of the action to take if she is concerned that a child is at risk from harm or abuse. The childminder does not gather relevant information about children's skills from the

start. She does not exchange information about children's next steps and progress with parents. She does not help parents to extend children's learning at home. The childminder does not effectively observe and assess children's progress. Teaching is not tailored to match children's individual learning needs. Children are not well engaged and motivated to learn.
p.1
It has the following strengths
The childminder responds well to young children. She identifies their feelings and emotions and helps them to settle quickly.

Inspection activities
This inspection was carried out as a result of a risk assessment, following information received about this provider. The inspector observed the quality of teaching during activities indoors and assessed the impact this has on children's learning. The inspector held a number of discussions with the childminder. She looked at relevant documentation and evidence of the suitability of persons living in the household. The inspector spoke to children during the inspection. The inspector completed a joint evaluation of an activity with the childminder.
p.3
Effectiveness of the leadership and management is inadequate
Safeguarding is not effective. The childminder has not informed Ofsted of the details of an individual who has regular unsupervised contact with children. Checks to assess their suitability have not been carried out. The childminder does not make sure that her premises are secure. The main entrance door is left unlocked, which means that people can enter the premises unnoticed. The childminder does not hold essential information about each child in her care. Although at inspection she was meeting ratios, she does not record children's attendance as required. The childminder does not always make sure that she has written parental permission before she administers medication to a child. Her knowledge of reporting procedures in the event of a concern about a child in her care is poor. The childminder does not reflect on her teaching practice to help raise outcomes for children. Partnership working with parents is not effective. The childminder does not make

use of self-evaluation to identify and address weaknesses in her practice. Consequently, there has been a significant decline in practice since the last inspection.
p.4
Quality of teaching, learning and assessment is inadequate
The childminder has not gathered sufficient information about children who are new to the setting. She does not have a precise knowledge of what children know and can do on entry to inform her initial assessments. Observations of children's achievements are not regular enough. This means the childminder does not have sufficient information to accurately identify children's next steps in learning and plan for their good progress. Parents are not supported to continue their children's learning at home. The childminder does not provide a good balance of adult-led and child-initiated play. Children are not well engaged and stimulated to learn. However, young children show an early interest in toys with buttons and are beginning to learn how to operate them. They hold a block in each hand and bang them together.
p.4
Personal development, behaviour and welfare are inadequate
The weaknesses in leadership and management place children's health, safety and welfare at risk. Children appear happy in the childminder's care. They attend toddler groups and visit the local church within the community. Children are provided with opportunities to build their confidence and social skills and extend their knowledge of the world around them. They spend time in the fresh air and have opportunities to be physically active. Children use wheeled toys in the garden and enjoy visits to the local park. The childminder provides healthy meals and snacks. Young children are beginning to be independent in their self-care skills. They sit in highchairs and feed themselves with finger food.
p.4
Outcomes for children are inadequate
Weaknesses in planning and assessment mean that children are not well prepared for the move on to school. Nevertheless, young children enjoy rhymes and they move their bodies to the sounds they hear. They demonstrate listening and try to join in with actions songs. Children are developing their communication and language skills. They behave well and are beginning to learn how to play alongside others.
