This provision is inadequate

 Staff do not help children to learn about staying safe. They leave them to discover risks for themselves without sufficient guidance.  The manager and staff do not give children clear messages about how to behave and how their actions affect other children, to help them learn what is expected of them.  The manager does not fully understand her role and that of staff. She does not make effective use of monitoring to encourage staff's professional development.  Partnerships with other settings are ineffective. Staff do not share information with the schools that children attend to provide consistency of care.  Staff do not plan activities that interest children and complement what they learn at school. Staff do not interact well with children to encourage them to engage meaningfully in activities.  Staff do not make sure that the environment always meets the needs of children effectively. There is nowhere for children to rest or sit quietly when they choose to.

p.1

This provision is inadequate

 Children sometimes have to wait too long for food after school. This does not meet their individual needs.  Self-evaluation is weak. The provider does not identify breaches of the Early Years and Childcare Register and has made insufficient progress since the last inspection.

p.2

Inspection activities

 The inspector observed how staff engage with children while they play and eat.  The inspector spoke to children, staff and parents at suitable times to get their views.  The inspector jointly observed activities with the manager.  The inspector looked at a sample of documents including policies, self-evaluation, records of attendance and accidents, and risk assessments.  The inspector viewed the areas of the building used by children.

p.3

Effectiveness of the leadership and management is inadequate

Safeguarding is ineffective. Staff do not give children sufficient support to learn about how to stay safe. The provider, who is also the manager, has a poor understanding of her role, explaining that she and the staff are mainly there to supervise children and that they should allow children to assess risks themselves without adult guidance. Accident records show that children have avoidable accidents involving falls or pushing. Staff have had their suitability to work with children checked and the provider implements clear procedures with regard to e-safety. Staff know how to identify the signs that a child may be at risk of harm. They know what to do if they have concerns about a child. The provider does not make sufficient use of monitoring and supervision of staff to encourage them to extend their knowledge and skills. This has previously been identified as a weakness. Staff do not have effective partnerships with the schools that children attend. Although they pass some

information between the schools and parents, they do not share and seek information to provide consistency of care for children. The provider does not evaluate the provision sufficiently well to identify and address all weaknesses. Although she has met the actions raised at the previous inspection, issues raised prior to that have re-emerged and there is a history of non-compliance. Staff share information with parents to provide a shared approach to children's care. The youngest children have an allocated member of staff to help them settle and act as the main link with their parents. Parents are pleased that their children like going to the club and that they make friends.

p.4

Quality of teaching, learning and assessment is inadequate

Staff do not plan interesting and meaningful activities based on children's interests or to complement what they learn at school. Instead, they leave children to make choices about their play from a range of activities that are laid out when they arrive from school. These include floor mats with bricks and tables with drawing equipment and kits for making bracelets. However, many children lose interest in these and start boisterous games of running around, playing hiding and chasing games without adult intervention. Staff do not interact sufficiently with children to encourage and motivate them. At the inspection, when staff did briefly take part in a physical game children enjoyed this and were encouraged to join in and follow the rules.

p.4

Personal development, behaviour and welfare are inadequate

Staff do not give children clear enough guidance about the expectations for their behaviour. For example, young children become boisterous and run around indoors as they play with older children. The behaviour of older children has a negative impact on the younger ones, such as when they push them and make them cry. Behaviour management has previously been identified as a weakness. Staff do not meet children's needs fully. Children sometimes have to wait too long for their food to be ready when they are hungry. In addition, there are no facilities for children to rest and relax when they are tired. Children enjoy a variety of different snacks, such as pizza, which they help to prepare. Staff try to encourage children to make some healthy food choices, such as eating fresh fruit.
