p.1

This provision is inadequate

 The childminder has failed to meet several of the actions raised at her last inspection. Staff supervision is ineffective and key weaknesses are not identified or addressed. The childminder demonstrates a poor capacity to improve and this compromises children's well-being.  Children do not feel safe and secure. Their behaviour is not managed appropriately. Children do not understand why certain behaviours are not acceptable and are detrimental to their own and other’s safety.  The childminder shows a poor understanding of the requirements of the early years foundation stage. She has failed to notify Ofsted of changes to people living and working on the premises. As a result, checks to determine the suitability of assistants are not complete.  Since the last inspection, the childminder has not taken action to maintain the required ratios and keep children safe. Risk assessments are ineffective and children are

exposed to hazards in the environment.  A number of the required records, including keeping a daily record of children's hours of attendance are not maintained, easily accessible or available for inspection.  Teaching, learning and assessment are weak. Observations are not used to plan for children's individual learning needs. Activities lack sufficient challenge. The childminder and staff fail to ensure that teaching effectively meets the individual needs of children. Consequently, children do not gain the skills they need to be ready for the next step in their learning.

p.1

It has the following strengths

 The childminder takes children on outings to the local park, farm and cafe. This helps children to find out about the local community.

p.1

What the setting needs to do to improve further

The provision is inadequate and Ofsted intends to take enforcement action

p.2

What the setting needs to do to improve further

 make sure staffing arrangements, including staff to child ratios meet the individual needs of all children and ensure their safety 18/01/2017

p.2

Due Date

 ensure children’s behaviour is managed appropriately and improve children's awareness of why some behaviours are not acceptable or dangerous and detrimental to their own and others safety 18/01/2017

p.2

Due Date

 ensure risk assessments are undertaken in all areas used by children and that these identify and show how risks are minimised or eliminated, this includes, unsafe chairs, sharp cornered tables, trailing leads and unsecured building materials 18/01/2017

p.2

Due Date

 ensure all required records, including a daily record of children's hours of attendance are consistently maintained, easily accessible and available for inspection, so that children's safety and welfare is monitored and protected 18/01/2017

p.2

Due Date

To meet the requirements of the early years foundation stage the provider must:

p.2

Due Date

 ensure that teaching effectively engages children in ways which challenge and extend their learning. 18/01/2017

p.2

Due Date

 ensure observations and assessments of children's progress are used to accurately identify and plan challenging activities that match children's individual needs and interests. 18/01/2017

p.2

Inspection activities

 The inspector jointly observed and evaluated an activity with the childminder.  The inspector observed the quality of teaching both indoors and outdoors, and assessed the impact this has on children's learning and development.  The inspector spoke to the childminder and staff at appropriate times during the inspection to find out how they keep children safe and support learning.  The inspector sampled a range of documentation, including children’s learning records, registration records and suitability checks.

p.3

Effectiveness of the leadership and management is inadequate

Safeguarding is ineffective. The childminder is unaware of the significant hazards that children are exposed to in her home. For example, children can reach trailing wires from kitchen appliances. They are exposed to sharp table corners and use chairs that fall over when they are used, causing children to have accidents. The childminder does not identify risks in the garden before it is used by children. This was identified at the last inspection and the childminder has failed to take sufficient action to improve this poor practice. The childminder has a poor understanding of the requirements of the early years foundation stage. She has continually failed to notify Ofsted about changes to people living and working on the premises. As a result, newly appointed staff have not had all the relevant checks completed to ensure they are suitable to work with children. The childminder and staff have attended safeguarding training. However, there are no plans in place to address

any of the areas of weakness and this compromises children safety.

p.4

Quality of teaching, learning and assessment is inadequate

The quality of teaching is poor. The childminder and staff do not plan well organised activities for children that build on their interests or offer sufficient challenge. As a result, children's individual learning needs are not successfully met. Children are provided with some toys and resources. However, staff fail to interact with children, or offer support or challenge to extend their learning. For example, older children search for spiders and cobwebs but this goes unnoticed and staff fail to make the most of this learning opportunity. Although information about children’s learning at home is gathered from parents it is not used effectively. The childminder describes children’s learning and assessment with little evaluation. Therefore, children's next steps in learning are not based accurately on what they know and can do already. These weaknesses significantly limit children's progress.

p.4

Personal development, behaviour and welfare are inadequate

Children are not supported to keep themselves safe because the childminder and staff do not offer explanations about why some behaviour is not acceptable or dangerous. Consequently, children are not aware that they may hurt themselves or put others at risk if they, for example, throw or stand on toys. The childminder and staff do not do enough to help children feel settled and secure. Children eat healthy snacks and meals. Hygiene practices are promoted as the childminder talks to children about washing their hands after coming in from the garden and before they eat.

p.4

Outcomes for children are inadequate

Children make poor progress in relation to their starting points. They are not well prepared for their next stage of learning. The childminder and staff are slow to respond and often fail to recognise children's cues and attempts at communicating. This leads to children feeling unsettled and becoming upset. The noisy environment results in children’s loss of concentration and abandoning activities in search of other things to do. Children are taken on outings to the local park, farm and café. However, children are not encouraged to develop the skills they need to be ready for their eventual move to school.
