p.3

Effectiveness of the leadership and management is inadequate

Safeguarding is ineffective. Although the childminder understands safeguarding policies and procedures and has appropriate knowledge of child protection, she does not ensure her staff have the same level of knowledge to help keep children safe. She completes appropriate vetting procedures to ensure that all adults working with children are suitable to do so. The childminder is not able to demonstrate that she meets ratio requirements at all times when working alone or with her staff. She does not keep a record of children's daily attendance, or maintain required documents and ensure these are available for inspection. This includes obtaining children's personal information from parents before their child starts. Self-evaluation is not used effectively to identify and tackle breaches in requirements or to assess the impact of the weaknesses on children. The childminder communicates with parents and provides some information about her services.

p.4

Quality of teaching, learning and assessment is inadequate

The childminder does not monitor her staff's practice and knowledge, as part of their professional development, or the quality of teaching. She is unable to raise the overall quality of the provision to improve outcomes and to support children to make good progress. The childminder does not plan for children's development sufficiently and activities are not age-appropriate or challenging. For example, babies are given self- adhesive decorations to stick onto paper and older children are given large plastic construction blocks and baby toys. The childminder does not observe and assess children's development regularly and does not use the information effectively to identify and close gaps in their learning. Children develop some appropriate language skills. For example, the childminder reads books with them and comments on younger children's actions to build their growing vocabulary.

p.4

Personal development, behaviour and welfare are inadequate

Children's health and safety are not supported adequately. Hygiene routines during nappy changing are not carried out to prevent the spread of infection. For example, during the inspection, staff did not clean the changing mat between uses. Although, the childminder has identified some risks in her play areas, such as sharp table corners, she has not acted promptly to minimise these, jeopardising young children's safety. Staff do not supervise all children effectively. For example, they do not ensure that young children cannot access potential choking hazards, such as small stick-on eyes during creative play. The childminder is unable to demonstrate that she keeps appropriate records of children's accidents and incidents. Additionally, staff do not meet each child's individual needs effectively. For example, some of the young children became upset while waiting for their food and others fell asleep while playing. Children generally behave well. The childminder

p.4

Outcomes for children are inadequate

Children do not make the progress they should for their age and stage of development, as gaps in their learning and development are not promptly identified or addressed. Children do not receive age-appropriate challenges or support to motivate them to learn. They are not well prepared for their next stage of learning.
