This provision is inadequate

 The childminder's ability to make improvements is poor. She has failed to monitor her provision and has not met some of the actions set at her previous inspection. She is in breach of additional requirements at this inspection. She continues to exceed the number of children she is allowed to care for at any one time. She does not meet children's individual care needs.  The childminder does not manage children's behaviour well. Children fight, and are often distressed and upset following physical altercations. Children do not learn how to play cooperatively with others, to support their social and emotional development.  The childminder does not record children's names and their hours of attendance accurately. This is also a breach of the Childcare Register.  Teaching is poor. The childminder does not help children, including those who are learning English as an additional language and those who are not reaching typical levels

of development, to make sufficient progress in their communication and language. They are not prepared for their future learning.  The childminder does not assess children's learning, to monitor their progress, identify any gaps in development or plan for their next steps in learning. She does not complete the progress check for children aged between two and three years old, as required.

p.1

It has the following strengths

 Children have opportunities to play outside, to enjoy fresh air and exercise.

p.1

What the setting needs to do to improve further

p.2

p.2

p.2

p.2

Inspection activities

 The inspector spoke to the children and the childminder at appropriate times during the inspection.  The inspector observed the quality of teaching and the impact this had on children's learning.  The inspector toured the parts of the childminder's home and garden that children use.  The inspector checked evidence of the suitability of the childminder and looked at a selection of children's records and safeguarding procedures, and discussed her self- evaluation process.

p.3

Effectiveness of the leadership and management is inadequate

The childminder has an insufficient understanding of her responsibility to meet the statutory requirements. She does not monitor the quality of her setting and her self- evaluation is poor. Since her last inspection, she has failed to meet some of the actions set. Furthermore, there are additional breaches of requirements. Safeguarding is ineffective. The childminder fails to keep accurate records of children's hours of attendance and continues to care for too many children. She regularly exceeds the number of children she can care for at any one time. She does not provide children with suitable care or learning experiences to meet their individual needs. The childminder has attended some training but has not used this to improve all aspects of her provision. She knows how to report any concerns about children's welfare and now ensures her property is secure when children are present.

p.4

Quality of teaching, learning and assessment is inadequate

Children do not benefit from adequate teaching or learning opportunities. The childminder is qualified, but does not use her knowledge or skills adequately. She does not assess, monitor or plan for children's progress and does not complete written developmental progress checks for children between the ages of two and three years old, to share with parents. Where children do not make typical progress, the childminder fails to provide support to help them catch up, particularly in their communication and language skills. The childminder has failed to address this weakness in her practice from her last inspection and gaps in children's learning have not closed. Children choose some toys and resources freely. However, the childminder does not interact effectively with children and any learning is incidental.

p.4

Personal development, behaviour and welfare are inadequate

The childminder is not able to meet children's care needs adequately. Children's behaviour is poor. The childminder does not help children learn how to play cooperatively with others. For instance, older children frequently fight over toys and resources. This leads to physical altercations, which frequently leave younger children upset and distressed. The childminder does not intervene and help children understand the consequences of their behaviour on others. This does not help support children's self-esteem or confidence, to support their emotional and social development sufficiently.

p.4

Outcomes for children are inadequate

Children, including those who have English as an additional language and those who are in receipt of funding, do not make sufficient progress across all areas of learning. For example, they do not develop good communication and language skills, in readiness for their move to school. They are not motivated or engaged sufficiently and become frustrated and disruptive, which leads to incidents of poor behaviour.
