p.1

This provision is inadequate

 The childminder is in breach of requirements for the Early Years Foundation Stage and the Childcare Register.  The childminder regularly exceeds the required ratios of children she is allowed to care for at any one time. This compromises the quality of care and learning children receive.  The childminder does not respond quickly enough to children's care needs to ensure they receive consistent support.  The childminder does not provide a safe, secure and suitable environment, and some hygiene practices are poor. This compromises children's well-being, health and safety.  The childminder does not implement a mobile phone policy to safeguard children.  The quality of teaching is poor and children do not make sufficient progress in their learning. The childminder does not assess children's learning precisely and fails to plan suitably challenging learning opportunities for children's different ages and abilities.

p.1

This provision is inadequate

 The childminder's self-evaluation is ineffective. She does not identify breaches in requirements and weaknesses in her knowledge, skills and practice.

p.1

It has the following strengths

 Toys are easily accessible and encourage children to make independent choices about their play.

p.1

What the setting needs to do to improve further

To meet the requirements of the Early Years Foundation Stage and the Childcare Register the provider must:

p.2

Due Date

 ensure ratio requirements are met at all times 18/02/2016  tailor children's care to consistently meet their individual needs 18/02/2016  ensure the premises are safe and suitable for childcare and that hygiene requirements are met 18/02/2016

p.2

Due Date

 improve risk assessments to identify and minimise all possible hazards to children, in particular the security of the premises 18/02/2016

p.2

Due Date

 implement a policy for the use of mobile phones in the setting to safeguard children 04/03/2016

p.2

Due Date

 improve the quality of teaching and the use of observation and assessment to identify and plan suitably challenging experiences for children that meet their learning needs and help them make the best possible progress. 04/03/2016

p.2

Due Date

To further improve the quality of the early years provision the provider should:

p.2

Due Date

 make effective use of self-evaluation to accurately identify breaches in requirements and weaknesses in provision and practice, to target areas to improve which raise outcomes for children.

p.2

Inspection activities

 The inspector observed the quality of the childminder's interactions and teaching, and the impact this has on children's learning.  The inspector viewed the areas of the premises, including the garden used for childminding.  The inspector carried out a joint observation with the childminder.  The inspector checked evidence of the childminder's qualifications and suitability.

p.2

Effectiveness of the leadership and management is inadequate

Safeguarding is ineffective. The childminder does not recognise the importance of having a mobile phone policy to prevent inappropriate use of them in the setting. She does not identify risks in the environment or take prompt action to minimise possible hazards to children. For example the childminder does not take suitable action to prevent unauthorised persons entering the premises. The garden area and access to the rear of the house are not secure. The childminder does not use suitable hygiene practices, such as when changing nappies or giving children food and drinks. She does not adhere to the maximum numbers of children she is allowed to care for at any one time. The childminder has not given sufficient consideration to the impact that caring for too many children has on the quality of children's care and learning experiences. She does know the procedures to follow if she has concerns about a child's welfare. The childminder has not kept her

knowledge and skills up to date. She does not evaluate her service and fails to identify areas of her practice that need improvement.

p.3

Quality of teaching, learning and assessment is inadequate

The childminder does not assess children's progress or gather information from parents when their children start, to understand what children know and can do already. She lacks knowledge of children's level of development and fails to plan activities and experiences to help each child in their all-round development and close any gaps in their learning. Much of children's learning is incidental and not planned. The childminder's limited interactions with children do not help them to learn. At times, children receive some appropriate support; for example, they are encouraged to use their imagination through pretend play.

p.3

Personal development, behaviour and welfare are inadequate

Children's health and safety is compromised. The childminder fails to implement effective hygiene measures that protect children's good health. She does not assess possible risks to children, such as the security of her premises. At times, the number of children present reduces the available space, which compromises their safety and opportunities to play freely. The childminder does not always quickly respond to children's care needs, including when they need comfort or nappies changed. Children behave well and learn to share and take turns. The childminder takes children out regularly for fresh air and exercise. She provides opportunities for children to develop their physical skills, for example through visits to local parks and play centres.

p.3

Outcomes for children are inadequate

Children do not make sufficient progress in developing the key skills they need for the future. In particular, they do not develop their communication and language skills well in readiness for the next stage in their learning.
