need to do better?
24 February 2025 ensure the premises are safe and suitable for children. This leads to children being able to easily access cleaning products, such as carpet cleaner, disinfectant and washing-up liquid. They failed to recognise and respond to risks from broken plastic pipes and lose cables hanging from walls in the outdoor areas. The provider and staff failed to take the appropriate action to remove risks, despite the inspectors raising concerns about these during the inspection. n Staff do not risk assess the safety and suitability of the activities and resources provided for children. As a result, babies and younger children aged under three years old have access to resources that are not suitable for their age. Children have access to food play that does not meet their dietary requirements. This has the potential to significantly compromise children's health and welfare. n The provider does not ensure staff consistently implement the setting's safe

The provision is inadequate
Children do not receive an acceptable quality of education, overall. The provider has not addressed previous weaknesses identified at the last inspection. Staff do not consistently engage in quality interactions with children. The curriculum plans for older children are not effectively implemented in practice. Staff do not always recognise potential barriers to children's learning and ways to address these. They do not ensure children receive the targeted support that they need, such as children who speak English as an additional language, or those who require additional support to develop their listening, attention, communication and language skills. All children do not make the levels of progress of which they are capable.

The provision is inadequate
Children's health, safety and welfare are significantly compromised. The provider and staff fail to recognise and respond to risks to children's safety. For example, they fail to recognise the choking risks when feeding babies and younger children. Staff feed babies when they are crying hysterically. They give them food to eat while laying them down to change their nappy. They do not ensure children are always in sight and hearing distance while eating. This has the potential to place children at significant risk of harm. The provider and staff did not take the appropriate action to remedy these issues, despite the inspectors raising concerns about this aspect of their practice on several occasions during the inspection. This demonstrates that the provider and staff do not have the capacity to identify and respond to risks that compromise children's health, safety and welfare. Furthermore, the provider does not ensure the setting's safeguarding policy and

Leaders do not identify risks within the nursery and do not train staff to identify and report hazards. Additionally, leaders do not take their health and safety responsibilities seriously, including in relation to fire safety and hygiene practices. This means that they are not promoting the safety and well-being of children and staff thoroughly enough.

9 January 2025 place and strategies to support children with SEND have been identified. However, these are not always well communicated with the staff who work with these children. This means that staff do not have enough clarity about the intended learning for some children and how to help them achieve their next steps in learning. Subsequently, not all children with SEND receive enough support to help them progress. They display repeated behaviours that disrupt the nursery routines and are not supported to change these patterns of behaviour. n Leaders do not effectively monitor hygiene practices in the nursery. For instance, toilet areas are not suitably clean and hygienic. Children eat their tea out of play trays that have not been thoroughly cleaned. As a result, the risk of the spread of infection is not minimised. n Leaders have not evaluated the effectiveness of fire safety procedures. For instance, fire drills do not take place and fire evacuation procedures are not

The provision is inadequate
Staff fail to adequately supervise children while eating. For example, young children sometimes leave the table while eating breadsticks unnoticed by staff. This does not maintain children's well-being and compromises their safety. The provider does not ensure that staff support children's behaviour consistently. When children push their friends or throw resources on the floor, staff do not challenge this. This does not help children to manage their behaviours or be respectful of others. The provider does not ensure that children with special educational needs and/or disabilities (SEND) are supported effectively. For example, staff do not always notice when children wander about, putting objects in their mouths. When staff do notice this, they say, 'No', and remove the toy. Staff do not redirect children or offer an alternative. As a result, children put objects back in their mouths as staff move away. This compromises children's safety.

understood by all staff. For instance, staff who work with babies do not know how to safely evacuate them in the event of a fire. n Leaders and staff do not routinely make a risk assessment of the nursery environment. For instance, they do not recognise that large, free-standing furniture adjacent to the baby changing area poses a safety risk of falling onto a baby. Hazardous items such as aerosol cans are left in reach of children. This practice does not ensure children's safety when in the nursery. n Although the provider has a written statement in relation to complaints, this does not outline the procedure that the setting will follow when there are concerns or complaints raised. Leaders do not have a robust approach to responding to concerns, and this means that parents and carers do not receive the information that they require to enable them to make informed decisions about their childcare. n The provider does not make alternative arrangements for occasions when out-of-

Leaders have an understanding of what they want the curriculum to achieve. However, these expectations have not been communicated well enough with staff. Subsequently, staff do not have enough understanding of what it is that children need to focus on. At times, there is a lack of planning for early years provision, such as when the after-school provision runs alongside provision for three- to four- year-old children. Weak evaluation by leaders means that this issue has not been addressed. As a result, children who attend the setting later in the day have a poor-quality learning experience.

The provision is inadequate
Children's health and welfare are compromised. The childminder does not implement robust risk assessments and, as a result, children have access to materials that compromise their safety and are potentially hazardous. In addition, the childminder does not supervise children effectively while they are eating. These breaches of requirements have a significant impact on children's safety.

The provision is inadequate
Staff do not have warm and positive interactions with all children. They do not provide older children with clear and consistent boundaries and expectations of their behaviour. Staff have a poor understanding of how to support older children to listen and follow instructions. For example, they do not consistently explain to children what is expected of them or the reasons why they are being asked to do something. They do not always talk or respond to children in age-appropriate ways. This has a negative impact on children's emotional well-being, confidence and self- esteem.

stage of development. However, the provider has failed to act on the information shared by staff. Consequently, children who have delays in their development and/or special educational needs and/or disabilities (SEND), do not receive the support that they need to help close any gaps emerging in their development. n The provider does not consistently implement the setting's safeguarding policy and procedures in practice. For example, they fail to notify the local authority designated officer and Ofsted when allegations are made against staff. This is not in line with the local authority reporting procedures or the setting's safeguarding policy. n The provider does not ensure accurate written records are kept and maintained to ensure the safe and effective management of the setting. For example, the provider does not keep a record of safeguarding concerns, the action taken and the outcome of the allegations.

The childminder knows that some children need more help with managing their feelings and behaviour. She tries to support children in playing alongside each other, taking turns and sharing. However, she is not able to support all children who need help and her attention effectively. This results in some children struggling to play near others, snatching toys or hurting other children. This is due to the number of young children the childminder cares for in each session. The childminder does not meet the adult to child ratio set out in the early years foundation stage (EYFS) statutory requirements. She must do this in order to meet the needs of all children.
