Another child moved from the one-bedded unit, and this was to support him with learning to live within a group setting and having more independence. An outstanding children’s home provides highly effective services that contribute to significantly improved outcomes for children and young people who need help and protection and care. Their progress exceeds expectations and is sustained over time. A good children’s home provides effective services that help, protect and care for children and young people and have their welfare safeguarded and promoted. In a children’s home that requires improvement , there are no widespread or serious failures that create or leave children being harmed or at risk of harm. The welfare of children looked after is safeguarded and promoted. Minimum requirements are in place. During the inspection, some shortfalls were identified. The home has a location risk assessment, and the manager has sought the views of other agencies to help inform the assessment. However, while the location of the home with regards to a busy main road close to the home is recorded in the assessment, it fails to clearly identify the action that has been taken to reduce the potential risk to young people. In addition, it fails to inform an assessment regarding new admissions referred to the service if a known risk is highlighted, such as history of running onto roads and of additional action required to further reduce potential risks that have not yet been implemented. The manager is fully aware of the potential risks to young people living at the home, and has already made some changes required, however, these are not clearly recorded and detailed on the document.

The children’s home provision is good because:
The staff know and understand the young people’s individual needs and are committed to working with them to support their progress. Staff are enthusiastic and this is evident in the positive experiences that young people have. The staff listen to the young people and act on their wishes. The young people say that they are happy in the home and can identify staff who they can speak to if they are worried or upset. There is a wide variety of activities for young people, both in the home and in the community. Staff challenge young people’s negative behaviours and discuss these in reflective conversations. Young people are encouraged and supported to personalise their bedrooms and choose decor and furnishings for the home. Staff understand that transitions for some young people can be difficult and work with them in preparation. Young people have individual targets and a reward chart in place.

A child has recently moved into an annex of the main house. He commented, ‘Because I’m the only one living here I can start to do my independence properly. I am going to college in September and staff are going to teach me to use the bus. The manager has also said when I have built some trust I can work towards having a front door key and spending some time here on my own. So when I leave, I will be fully independent.’ This opportunity allows children to spend some time on their own before leaving the security of the home.
