Inspection report for children's home - monitoring visit: 2876679 1 Registered provider: Orchard Adolescent Care Group Monitoring visit Inspected under the social care common inspection framework

p.1

Information about this children's home

This home was registered with Ofsted in January 2026. The home is owned and managed by a private provider. It provides care for one child who may experience social and emotional difficulties.

p.1

Information about this children's home

No child was living at the home at the time of this inspection.

p.1

This monitoring visit

The home was judged inadequate at the full inspection on 18 and 19 May 2026. The inspector found significant shortfalls in safeguarding practice and the leadership and management of the home.

p.1

This monitoring visit

Following the full inspection, three compliance notices were issued under section 22A of the Care Standards Act 2000. These were for regulation 12, the protection of children standard, regulation 13, the leadership and management standard and regulation 32, fitness of workers children (England) Regulations 2015.

p.1

This monitoring visit

A monitoring visit took place on the 1 July 2026 to monitor the action taken by the provider in relation to the compliance notices and to look at concerns that had been raised with Ofsted regarding the care and safety of the child living at the home.

p.1

This monitoring visit

Serious and widespread failures in safeguarding practices was identified during this inspection. Following this visit Ofsted took action under section 20B of the Care Standards Act 2000, issuing a notice suspending the registration to carry on the children’s home. Inspection report for children's home - monitoring visit: 2876679 2 Since the last inspection a proposed responsible individual has been employed to support the home. Recruitment for a manger and staff is on-going. At the time of this inspection, safer recruitment had not been completed for all staff. As a result, the provider does not yet have sufficient suitably recruited staff in place to safely support a child moving into the home.

p.1

This monitoring visit

Safeguarding concerns highlighted at the last inspection have not been thoroughly investigated. Leaders and managers have failed to speak to people relevant to the investigation and decisions have been made on insufficient evidence. Leaders and managers had not identified these shortfalls prior to the inspection.

p.2

This monitoring visit

Leaders and managers have not taken sufficient action to support the professional development of staff. Furthermore, they have not provided them with opportunities to reflect on the safeguarding shortfalls identified at the last monitoring visit and the impact of this on the child’s safety.

p.2

This monitoring visit

Despite previous online safeguarding training being ineffective, the provider has not taken sufficient action to ensure that staff receive good quality training. This does not provide staff with the knowledge and skills to ensure children are safe.

p.2

This monitoring visit

The report submitted to Ofsted under regulation 45 does not scrutinise the quality of care. The report was overly positive and failed to reflect on the significant safeguarding shortfalls at the home during the last six months. The report did not detail any actions to improve the quality of care for children.

p.2

This monitoring visit

A case review took place on 17 September 2026 following this inspection. It was agreed that the provider has taken insufficient action to address the safeguarding concerns identified during recent inspection. Furthermore, the provider does not yet have enough staff to operate the home safely. Therefore, a further suspension notice was issued.
