Deep dive

What this report says

In plain English

critical

Monitoring visit found a child with high needs placed outside the statement of purpose, with a compliance notice on admissions.

This monitoring visit checked the service's acceptance of children with complex needs. Inspectors found one child needs a high level of supervision, so the provider is operating outside its statement of purpose and the child is not ready for independence. Staff handle a missing-from-home risk well, and the homes are furnished to a good standard, but a requirement on managing referrals and admissions is subject to a compliance notice.

Going well

  • Children spoken to say they are happy living in their homes
  • Staff proactively gather intelligence and report missing-from-home incidents
  • Missing-from-home policy is followed
  • Accommodation is furnished to a good standard and feels homely

To improve

  • Operate within the statement of purpose for the child needing high supervision
  • Manage referrals and admissions, including emergency ones, as required by the regulations
  • Regularly review arrangements for children's medication
  • Support children to manage their medication responsibly

What parents should know

  • The service is not currently operating within its own statement of purpose for at least one child with high needs, so ask how this is being addressed.
  • Ask how the service decides whether a young person is ready for independence.
  • Ask how medication is stored, reviewed and handled for young people in the home.

What other providers can learn

  • Check admissions and referral arrangements against your statement of purpose, especially for children with complex needs.
  • Review medication arrangements regularly rather than leaving stored medication unchecked for weeks.
  • Use clear missing-from-home procedures and report incidents promptly to placing authorities and other agencies.

p.1

This monitoring visit

One child in the service requires a high level of supervision. For example, an additional member of staff is present to solely support and care for the child as well as waking night staff. As a result, the provider is operating outside of their statement of purpose, and the child is not ready for independence. Inspection report for supported accommodation provider - monitoring visit: Kilter Homes Ltd 2 Another child is at high risk of criminal exploitation and is not engaging in support provided by the staff team and is regularly missing from home. Staff are proactive in gathering intelligence and reporting these incidents to the placing local authority and other external agencies and they follow their missing-from-home policy.

p.1

This monitoring visit

Staff store medication for one child and this process has been in place for several weeks. Over time, there has not been a review of this. Leaders and managers acknowledged this shortfall during the monitoring visit. They have since reviewed this process with the child and partner agencies. As a result, the child self- administers their medication.
