Inspection report for children's home - monitoring visit: 2571480 1

p.1

Information about this children's home

This home opened in January 2020 and provides care for up to 5 children who may experience social and emotional difficulties. It is run by a private organisation.

p.1

Information about this children's home

There are currently 3 children living at the home.

p.1

Information about this children's home

The manager registered with Ofsted in December 2025.

p.1

This monitoring visit

This monitoring visit was undertaken following a number of safeguarding notifications of concern received by Ofsted. Ofsted have also received 2 complaints about the suitability of care provided by the company. The registered manager was not at the home at the time of the inspection and interim management arrangements are in place.

p.1

This monitoring visit

Significant shortfalls in the help and protection of children and in management oversight have negatively impacted the quality of care and support provided to children. Leaders and managers have failed to consistently meet the needs of children and effectively manage behaviour. As a result, the level of risk to children has significantly increased. Leaders and managers have not implemented effective systems to monitor online safety. Subsequently, children have been placed at risk.

p.1

This monitoring visit

Leaders and managers have failed to consistently manage relationships between children. Consequently, sexual relationships have developed between children, and they have engaged in behaviours that increase their vulnerability. Since the last inspection, there has been a significant increase in children going missing together. When concerns were identified about the development of a sexual relationship between children, suitable action was not taken quickly. As a result, the children were left at risk of harm. Inspection report for children's home - monitoring visit: 2571480 2 The manager identified an increase in self-harm for one child. However, there is little evidence of what action has been taken to support the child. Similarly, there is a lack of evidence that action has been consistently taken to support children’s mental health when concerns are reported.

p.1

This monitoring visit

During the visit children were misusing substances outside of the property. Leaders and managers failed to manage the situation appropriately when it became evident children had brought illegal substances into the home. This lack of action does not help to keep children safe.

p.2

This monitoring visit

The quality of the home has deteriorated since the last inspection and some areas require attention. The poor-quality upstairs carpet identified at the previous 2 inspections remains. There were blood splatters relating to self-harm in one child’s bedroom that had not been cleaned for a significant time. Furthermore, the garden is unmaintained and there were a large number of cigarettes and vapes in external areas. This does not present a well-cared for homely environment for children. For one child that is currently staying away from the home, concerns have been raised about the suitability of the accommodation. Leaders and managers confirmed the issues were immediately addressed, but the suitability of the accommodation is yet to be assessed by the child’s social worker.

p.2

This monitoring visit

Hazardous items were stored in the staff sleep in room. This was locked but does indicate that staff are not making use of the locked hazardous substances storage provided.

p.2

This monitoring visit

One child’s social worker said that decisions about the child and their access to items that pose potential contextual risks had been made without their agreement. This has increased the risks the child faces and does not support effective care planning.

p.2

This monitoring visit

Leaders and managers oversight of incidents is inconsistent. Incidents for children are not always reviewed and responded to effectively. Shortfalls in staff practice have been identified on some occasions. However, there is lack of evidence that appropriate action has consistently been taken to address these shortfalls. This has increased the risk of children experiencing harm and limits opportunities for staff development.

p.2

This monitoring visit

The 2 previous inspections highlighted the quality-of-care report was submitted to Ofsted late. The latest report has not been completed despite being overdue. Inspection report for children's home - monitoring visit: 2571480 3
