Deep dive
What this report says
In plain English
criticalThe secure children's home has several requirements to improve, including restraint oversight and locking children in bedrooms.
This monitoring visit found that the home must improve several areas. Inspectors said children must not be locked in their bedrooms unless the legal criteria are met, and managers must have effective oversight of this. Leaders must also have clear oversight of all restraint and restriction of liberty, and education teachers must plan learning using children's starting points.
To improve
- Ensure children are not locked in bedrooms unless legal single separation criteria are met.
- Ensure managers have effective oversight of bedroom locking and stop it where criteria are not met.
- Ensure clear oversight of all restraint and restriction of liberty, and that restraint is necessary and proportionate.
- Ensure English and maths teachers plan learning using children's starting points and EHC plan outcomes.

p.1
This monitoring visit
This monitoring visit was carried out following concerns raised by children that they were being inappropriately locked in their bedrooms for long periods of time, particularly at weekends, and over the last 2-3 months. The findings from this visit supported what children said.
p.1
This monitoring visit
Children said that they are being regularly and inappropriately locked in their bedrooms because of staffing shortages. Inspectors found that this practice is becoming routine. It impacts on children’s rights and is having a negative impact on children’s health and wellbeing. Children reported feeling anxious and frustrated. Inspection report for secure children’s home - monitoring visit: SC040500 2 Leaders and managers acknowledged to inspectors that this practice is taking place in response to their being insufficient staff on duty at times to keep children and staff safe. However, more children have moved into the home during the last 2–3- month period, with managers stating that they did have sufficient staff at that time.
p.1
This monitoring visit
Management oversight of this practice is not robust. Inaccurate records are being kept, meaning that leaders do not have a clear understanding of how often children have been locked into their bedrooms outside their normal routines.
p.2
This monitoring visit
Managers acknowledged that insufficient action has been taken, in some cases, in relation to the staff attendance policy. Overall, lack of management oversight and actions has led to significant impact on children’s routines, care and wellbeing.
