provider
At the time of the inspection, the service provided support for 7 children aged 16 and 17 years.
p.1
provider
The service manager registered with Ofsted in November 2024, when the service was registered.
p.1
This monitoring visit
From 13 to 17 July Ofsted carried out a full inspection. Serious and widespread concerns were identified regarding leaders and managers oversight of the service. As a result, Ofsted issues a notice restricting the provider from admitting further children into their premises and a compliance notice relating to shortfalls in the leadership and management of the service.
p.1
This monitoring visit
The purpose of this monitoring visit was to assess progress made against the compliance notice relating to the leadership and management of the service and to monitor compliance with the notice restricting accommodation.
p.1
This monitoring visit
Leaders and managers have carried out a review of their service. Their review has led to wide scale action plans to change policies, procedures and practice. Leaders and managers are invested in making changes that will support better experiences and outcomes for the children. However, the volume of work they are undertaking has taken their focus away from the shortfalls identified in the compliance notice. Inspection report for supported accommodation provider - monitoring visit: M&MP Housing Ltd 2 Management oversight has been restructured. This means that the registered service manager is now afforded protected time to carry out her managerial role and responsibilities. However, when the manager is not on duty the arrangements for management cover are not robust. As a result, staff continue to contact the registered service manager on her non-working days.
p.1
This monitoring visit
New monitoring tools and systems have been designed to support the manager to maintain good oversight of the children and the wider service. However, these tools have not yet been embedded into practice and remain in their development stage. As a result, Ofsted is unable to assess the effectiveness of the managers oversight.
p.2
This monitoring visit
A new admissions policy has been developed that helps the manager to better understand the needs of the children that move into the accommodation. However, the tools to support this new policy do not enable the manager to consider the group dynamics in each premises. As a result, it remains unclear how the manager will ensure that children who move in to the premises are safe to live with the existing group of children.
p.2
This monitoring visit
A revised recruitment procedure has been developed. The procedure now provides the manager with clear expectation that align to safer recruitment practice. However, despite there been known gaps in the current staff members recruitment checks, the manager has not carried out any additional checks of their suitability to work with children.
p.2
This monitoring visit
Staff have carried out reviews of children’s risk assessments. They have updated these risk assessments with all known relevant information. This has helped the staff to better design meaningful strategies that support children to become safer.
p.2
This monitoring visit
Although some progress has been made Ofsted remain concerned that shortfalls in the leaders and manager oversight of the service are widespread and changes in policy are not yet embedded in practice. As a result, Ofsted has re-issued the compliance notice relating to the leadership and management of the service. The notice restricting accommodation remains in place.
