Deep dive

What this report says

In plain English

very critical

Supported accommodation provider still has serious concerns after monitoring visit; restriction notice remains in place.

This monitoring visit followed significant concerns found at a full inspection in July 2026. Inspectors found children still need high levels of support, which is above what supported accommodation should provide. Safeguarding practice, risk assessments and staff training remain areas of concern, although some improvements in staffing and supervision were noted.

Going well

  • Complaints policy is accessible and visible to children in the homes.
  • Serious incidents have been notified to Ofsted appropriately.
  • Senior staff now have permanent contracts and all staff are safely recruited.
  • All staff, including the manager, now have regular supervision meetings.

To improve

  • Ensure all children placed are suitable for supported accommodation and their support needs are met.
  • Align the statement of purpose with the provider's actual practice.
  • Report safeguarding incidents to the local authority designated officer without delay.
  • Improve risk assessments and support plans so all known risks are addressed, and fill gaps in staff training.

Inspection report for supported accommodation provider - monitoring visit: Cura Living Ltd 1 Cura Living Ltd

p.1

Inspected under the social care common inspection framework

p.1

provider

This supported accommodation service is operated by a private provider. The service provides 4 group-living premises that are limited to accommodating looked-after children and care leavers.

p.1

provider

At the time of the inspection, the service was providing support for 3 children.

p.1

provider

There has been no registered service manager since March 2026.

p.1

This monitoring visit

At the full inspection on 1 and 2 July 2026, inspectors found significant concerns relating to the leadership and management of the service and the safeguarding of children, and compliance notices and a restriction of accommodation notice were issued. This monitoring visit was carried out to review the provider’s response to the compliance notices and ensure compliance with the restriction notice. The visit focused on leaders’ and managers’ oversight of the homes and on children’s welfare.

p.1

This monitoring visit

Managers fail to ensure that all children placed with the service are suitable for supported accommodation. Children continue to need sustained, high levels of support and supervision. The level of support for these children remains above what should be provided for supported accommodation.

p.1

This monitoring visit

The statement of purpose does not reflect the provider’s practice. Children remain living in the homes despite their risks and the level of support required not being in line with the statement of purpose and the provider’s registration. Inspection report for supported accommodation provider - monitoring visit: Cura Living Ltd 2 Safeguarding practices remain a concern. A safeguarding incident was investigated by the manager before reporting it to the local authority designated officer. This failure prevents safeguarding professionals from overseeing the safety of children.

p.1

This monitoring visit

The risk assessments, support plans and documents relating to children have been reviewed. However, they remain inconsistent and fail to consider all known risks and how staff should mitigate these. For example, a child’s risk in the community was not fully addressed. A senior staff member spoken to did not demonstrate knowledge of all the risks associated with a child. There remains a concern that children may be at risk of harm through inconsistent practice.

p.2

This monitoring visit

There remain gaps in the staff training, including in safeguarding and in relation to the children’s specific vulnerabilities.

p.2

This monitoring visit

Leaders and managers have reviewed the complaints policy, and this is accessible and visible to children in the homes. There have not been any complaints made since the last inspection.

p.2

This monitoring visit

Managers have notified Ofsted appropriately of serious incidents that have occurred.

p.2

This monitoring visit

Leaders and managers have made improvements in the employment of the manager and staff. The manager has now made an application to Ofsted. Senior staff are now all employed with permanent contracts, and staffing arrangements are suitable for the children living in the homes. All staff are now safely recruited.

p.2

This monitoring visit

Supervision sessions have improved; all staff have regular supervision meetings, including the manager. This allows them the opportunity to reflect on their practice in a formal setting.

p.2
