To improve

  • Protect children from harm, including assessing risks and responding to missing and exploitation concerns.
  • Ensure there is an experienced manager in post with sufficient oversight of the home.
  • Keep accurate medication administration records subject to manager scrutiny.
  • Ensure fire doors are not propped open to meet fire safety regulations.

Inspection report for children’s home - monitoring visit: 2791323 1 Registered provider: T&J Victorious Ltd

p.1

Inspected under the social care common inspection framework

p.1

Information about this children’s home

The home is owned by a private provider and offers care for up to 3 children who may experience social and emotional difficulties.

p.1

Information about this children’s home

At the time of this visit, no children were living in the home.

p.1

Information about this children’s home

There was no registered manager in post at the time of this visit. The previous manager has withdrawn their application to register with Ofsted. Another manager has not yet been recruited. The responsible individual facilitated this visit.

p.1

This monitoring visit

This visit was carried out to assess whether the provider has complied with a suspension notice issued by Ofsted. It also sought to evaluate the progress and developments made in the home by the organisation.

p.1

This monitoring visit

The organisation was found to have complied with the suspension notice. No children live in the home. The suspension notice remains in place, and further monitoring visits will be carried out to review continued compliance.

p.1

This monitoring visit

The home does not currently have a manager in post to provide day-to-day oversight and quality assurance. The home does not yet have sufficient staff in post to provide continuity of care. As a result, the home is not currently able to provide suitable care for children.

p.1

This monitoring visit

Since the full inspection, 2 members of staff have been recruited and are awaiting a start date. Both these members of staff will work part time and keep their current job roles. Safer recruitment checks have not yet been fully carried out for either of these staff members. There is no evidence that managers or senior leaders have seen the original Disclosure and Barring Service documents to assure themselves Inspection report for children’s home - monitoring visit: 2791323 2 that staff are safe to work with children. A full and complete employment history is also missing for one member of staff. This could place children at risk of harm from unsafe individuals.

p.1

This monitoring visit

The responsible individual has noted gaps in staff training. This includes training in safeguarding, allegation management, missing from care, exploitation, substance misuse and medication. The responsible individual has not yet identified a training provider or scheduled any time to complete this training. The responsible individual is awaiting staff to commence employment before organising this training.

p.2

This monitoring visit

The responsible individual has identified gaps in management oversight. He has devised several new auditing tools to support the manager in their role. The responsible individual has not yet devised his own tools for having oversight in the home. This would provide him with assurance that the home is providing good- quality care for children. The responsible individual has not yet adjusted the supervision document for the manager to ensure that he is providing supportive supervision and challenge of management practice.

p.2

This monitoring visit

The responsible individual has devised a new audit tool for medication to be used by the manager each week. He has not yet developed the new system for medication administration recording. This was an outlined action from a significant incident several months ago. The home does not yet have a satisfactory system in place for the recording of medication administration.

p.2

This monitoring visit

The responsible individual has not yet reviewed the physical intervention training for the home. He has shared concerns with the provider about the quality of their training but has not raised this as a complaint. The responsible individual has not yet decided what length of course the staff will be supported to attend, or whether there will be a change of provider.

p.2

This monitoring visit

A new missing-from-care protocol has been produced that outlines known associates and their telephone numbers and addresses. The new protocol clearly outlines the steps staff should take when a child is missing, including how regularly they should search for the child and the locations they might go to. This would provide staff with a strong and consistent approach to missing-from-care incidents with children.
