To improve

Inspection report for supported accommodation provider - monitoring visit: Regal Residential Care Limited Regal Residential Care Limited

p.1

Registered provider: Regal Residential Care limited

p.1

Inspected under the social care common inspection framework

p.1

provider

This supported accommodation service is operated by a private provider in the North West of England. The provider can accommodate up to 2 individuals in self- contained units where the accommodation is for the sole use of one person.

p.1

provider

At the time of the monitoring visit, one looked-after child was accommodated in one premises.

p.1

provider

There has been no registered person since the nominated individual, who was also the service manager, left their position in February 2026. There are no current applications in progress for these roles. The director of the service has changed the name of the company and has not informed Ofsted of their involvement.

p.1

provider

The inspector spoke to a child and a member of staff as part of the inspection.

p.1

This monitoring visit

This visit was undertaken to address specific concerns regarding a serious incident involving the police at the provider's supported accommodation premises. There were further concerns in respect of the management oversight and safeguarding practice of the service.

p.1

This monitoring visit

Leaders and managers fail to communicate effectively. No managers were available to speak to the inspector at the premises. The director of the service did not respond to calls or emails requesting information about children. Staff are unable to confirm if children had been admitted to the service, prior to the child currently living at the premises. Staff have been in their role for less than 2 months. This does not provide reassurance that children have been supported or kept safe. Inspection report for supported accommodation provider - monitoring visit: Regal Residential Care Limited Leaders and managers have admitted a child who staff cannot keep safe. The child has been missing from their home frequently, and for long periods. There have been several serious incidents with the child using alcohol and ketamine with younger children. Staff have accompanied the child to attend a substance misuse

p.1

This monitoring visit

appointment. However, this has not resulted in a reduction in substance misuse. This has had a significant impact on the child's mental and physical health. Furthermore, following a recent incident involving the police, the child is at risk of being criminalised.

p.2

This monitoring visit

Risk assessments do not give clear guidance to staff about how they can help children manage their vulnerabilities and lessen the risk of harm.

p.2

This monitoring visit

Leaders and managers fail to report serious incidents to Ofsted. There are no assurances from the provider that child protection procedures are followed.

p.2

This monitoring visit

Staff provide care within the setting, managing the child's medication and diet. The child does not have a lock on their bedroom door which would allow them private space. Staff give the child a small amount of daily spending money and buy food and clothing on their behalf. Staff keep kitchen knives locked in a safe in the office to manage risk. This restrictive practice is not in line with the service statement of purpose. The provider is operating outside of their conditions of registration.

p.2

This monitoring visit

Staff devise a weekly plan of activities for children. However, staff do not have access to key documents, including initial referral information, support plans and safe ways of working with children. This means that support plans are ineffective and children's progress is not evidenced.

p.2

This monitoring visit

Leaders and managers do not work effectively with social workers. The director has not responded to a meeting request to discuss the suitability of a child's placement for approximately three weeks.

p.2

This monitoring visit

Staff said that they feel supported and contact management when needed. However, there is no evidence that staff had called managers when a child returned to the premises following a mental health crisis.

p.2

This monitoring visit

There are no clear 'on call' arrangements when children or staff need help. Leaders and managers do not demonstrate sufficient accountability for their role in overseeing support and safeguarding vulnerable children.
