Inspection report for supported accommodation provider - monitoring visit: Community Campus 87 1 Community Campus 87

p.1

Registered provider: Community Campus 87 (Cleveland) Limited

p.1

Inspected under the social care common inspection framework

p.1

provider

A private provider operates this supported accommodation service.

p.1

provider

The service can accommodate up to 23 children in 7 shared or group-living premises that are limited to accommodating only looked-after children and care leavers, and 4 self-contained single occupancy premises for the sole use of a child.

p.1

provider

At the time of the inspection, 2 looked-after children and care leavers were using this service.

p.1

provider

The service registered with Ofsted in March 2024.

p.1

provider

Following an organisational restructure the service manager registered with Ofsted in August 2025.

p.1

This monitoring visit

From 22 to 26 June 2026, Ofsted carried out a full inspection. The provider was judged to be outcome 3. Serious and widespread concerns relating to the premises and the leadership and management of the service were identified.

p.1

This monitoring visit

Following that inspection, Ofsted issued compliance notices to address and improve the standard of accommodation, and the effectiveness of leaders and managers. The purpose of this monitoring visit was to review the progress made towards meeting the steps in the compliance notices.

p.1

This monitoring visit

Leaders and managers have designed, but not yet implemented, a new recording system for when serious incidents occur that involve children. However, they have not addressed that staff, some who have not undertaken any safeguarding training Inspection report for supported accommodation provider - monitoring visit: Community Campus 87 2 for 3 years, will require additional training to ensure that they have suitable skills and knowledge to understand when a child is at risk of harm.

p.1

This monitoring visit

Children’s risk assessments and support plans are not kept under regular review. Despite these concerns being raised at the previous inspection, one of the 2 children’s risk assessment has not been reviewed since March 2026. Equally, support plans are not consistently uploaded onto the electronic recording system. This limits staff’s ability to provide consistent support, and this hinders the managers ability to assess the quality of children’s records.

p.2

This monitoring visit

A lack of action from leaders and managers means that children continue to live in premises that are not consistently homely. Children’s bikes continue to be stored in the lounge so children cannot use the room to relax or watch TV. Broken blinds and dirty paintwork contribute to an unkempt environment. This does not help children to develop high aspirations for their futures.

p.2

This monitoring visit

Health and safety shortfalls continue to pose risks to children. One room in a shared premises has been vacant for two weeks. During this period, food bins had not been emptied and the toilet containing bodily fluids had not been flushed or cleaned since the child moved out. This lack of care and attention creates unnecessary health risks for other children living in the premises. Additionally, it demonstrates that leaders and managers oversight of the premises is poor.

p.2

This monitoring visit

Positively, fire risk assessments have been carried out by a suitably skilled person. A program of remedial work has been identified and is being carried out in several premises to ensure compliance with fire safety legislation. This work is being prioritised with highest risk premises first. Neither of the children live in premises where fire safety has been assessed as high risk.

p.2

This monitoring visit

A new health and safety monitoring system has been designed. However, the effectiveness of this cannot be tested as this has not yet been implemented in practice. Staff who have recently undertaken additional training in health, safety and fire matters will complete the assessment.

p.2

This monitoring visit

Although some progress has been made, leaders and managers oversight of the service, and the standard of accommodation that children live in remains poor. As a result, the compliance notices issued under Regulation 4 and 5 have been re-issued. Other requirements raised at the full inspection have not been reviewed. These have been re-stated.

p.2

This monitoring visit

The provider applied to voluntary cancel their registration with Ofsted during the monitoring visit. Ofsted have accepted this application. Inspection report for supported accommodation provider - monitoring visit: Community Campus 87 3
