Inspection report for supported accommodation provider - monitoring visit: Elysian Field Limited 1 Elysian Field Limited

p.1

Registered provider: Elysian Field Limited

p.1

Inspected under the social care common inspection framework

p.1

provider

This service is operated by a private provider in the West Midlands. It provides accommodation for up to 17 children across 2 shared or group-living premises that are restricted to accommodating looked-after children or care leavers, and 2 shared or group-living premises that are not restricted to accommodating looked-after children or care leavers.

p.1

provider

At the time of the inspection, 11 looked-after children aged 16 or 17 were accommodated.

p.1

provider

The service does not have a registered manager. The previous manager registered with Ofsted in May 2025 and left their role in March 2026. The service is currently managed by an interim manager who has applied to Ofsted for registration.

p.1

This monitoring visit

On 30 June 2026, Ofsted carried out a monitoring visit to review the progress made by the provider in meeting the compliance notices and to assess compliance with the notice restricting accommodation that was issued following the full inspection of the provider between 18 and 22 May 2026.

p.1

This monitoring visit

Although some progress had been made, Ofsted remained concerned that leaders’ and managers’ oversight of the service, and the standard of accommodation in which children live, remained poor. As a result, Ofsted reissued enforcement action. Other requirements were not reviewed during the visit and were therefore repeated.

p.1

This monitoring visit

The purpose of this visit was to review the progress made by the provider in meeting the compliance notices and the notice restricting accommodation. Inspection report for supported accommodation provider - monitoring visit: Elysian Field Limited 2 Leaders and managers have taken significant action to review the arrangements for children to live safely alongside one another.

p.1

This monitoring visit

Children live in well-maintained, homely environments where they appear relaxed, settled and comfortable. The homes visited provide adequate space, privacy and resources to support children’s independence and daily living skills. Leaders and managers have carefully considered the assessment of children moving into the homes, taking account of their individual needs, backgrounds and compatibility. This has helped to promote stable placements and positive relationships. Staffing levels are appropriate, and children appear safe and supported in line with their needs.

p.2

This monitoring visit

Children speak positively about their experiences in the homes and the support they receive from staff. One child said that she feels safe, well supported and has developed positive aspirations for her future. Another child engaged thoughtfully in discussions about independence and support arrangements. Observations confirmed warm, nurturing relationships between staff and children, indicating that children feel valued, supported and able to make positive progress.

p.2

This monitoring visit

Leaders and managers have taken action to strengthen the safeguarding of children through a review of staff recruitment processes. These actions have strengthened recruitment governance and reduced the risk of unsuitable individuals being employed. Leaders report a clear commitment to embedding improvements before accepting further admissions, ensuring that children are supported by appropriately vetted staff. The provider has also reduced its reliance on agency workers, introduced agency induction and supervision arrangements, recruited bank staff to improve consistency, and increased staffing flexibility by offering both part-time and full-time opportunities. Collectively, these changes have improved oversight, enhanced workforce stability and increased confidence that children are supported by a suitably recruited and well-supported workforce.

p.2

This monitoring visit

Leaders and managers remain focused on maintaining a stable workforce. An ongoing review of the service model has introduced clearer roles, responsibilities and support arrangements, complemented by a more targeted approach to induction and training. While these initiatives are still at an early stage, there is evidence that they are having a positive effect on workforce retention and the quality of practice.

p.2

This monitoring visit

Recording, monitoring and reporting of safeguarding incidents have improved significantly. Both leaders reported that the new arrangements for recording and tracking safeguarding incidents have improved accountability and oversight. They said that the new system has created a clear audit trail, strengthened management oversight, and improved the organisation’s understanding of safeguarding and incident management processes.

p.2

This monitoring visit

Ofsted will continue to monitor the effectiveness and sustainability of these actions to ensure that they become fully embedded into practice. The impact of the improvements made will be evaluated at the provider’s next full inspection. Inspection report for supported accommodation provider - monitoring visit: Elysian Field Limited 3
