p.1

This monitoring visit

A full inspection was completed on 26 June 2026 with an Outcome 3 judgement. Significant shortfalls were identified in managerial oversight of the service and the support provided to children. The registered person had admitted children with needs too high for the service to meet, and staff missed opportunities to address potential risks for children. Consequently, compliance notices were issued under regulations 4 and 7 of The Supported Accommodation (England) Regulations 2023.

p.1

This monitoring visit

The purpose of this visit was to monitor the provider’s progress in meeting the steps identified in these notices. The inspector spoke with the registered service manager, viewed children’s records and revised documentation implemented following the inspection.

p.1

This monitoring visit

Since the inspection, the provider has met with local authorities to discuss the needs of the children whose needs exceed the scope of supported accommodation. This has resulted in these children moving to placements more able to meet their needs. The registered manager has introduced a thorough matching risk assessment, which will be used to consider all new referrals. This assessment includes consideration of Inspection report for supported accommodation provider - monitoring visit: Impression Services Ltd children’s individual risks and support needs. Although this approach is yet to be fully embedded, the registered manager has declined two referrals for children with high or complex needs since the inspection.

p.1

This monitoring visit

The registered manager has implemented new quality assurance processes, which involve the reviewing of children’s records as well as work that staff complete with them. Alongside this, the registered manager is undertaking unannounced visits to check how staff are interacting with children and understanding their needs. The registered manager also uses this opportunity to monitor any maintenance issues of premises and speak with children and young people. This provides a greater level of oversight to the homes and the support being offered to children.

p.2

This monitoring visit

The registered manager has liaised with an external consultant to review the staff supervision process, which has led to a revised supervision template. This includes managerial overview of the staff member’s case recordings and reflective discussion of children’s needs. Where weaknesses have been identified, this has led to staff being given targeted action plans to improve.

p.2

This monitoring visit

The registered manager has also implemented weekly house meetings with staff, where the needs of children are discussed, and staff are tested on their understanding of their role, and what actions they would take in specific situations. This helps to make sure that staff have the necessary day-to-day skills to support children effectively.

p.2

This monitoring visit

Children are now benefiting from more targeted direct work, with staff exercising greater professional curiosity with respect to considering potential risks for children. Alongside this, when risks are identified, the provider seeks support from external agencies. For example, referrals have been made to mental health services for children, and staff have liaised with local drug and alcohol services with a child’s consent.
