p.1

This monitoring visit

On 6 March 2026, the home was suspended following a serious incident. This monitoring visit was undertaken to review the actions taken in response. Leaders and managers have taken steps to address identified concerns and implement improvements. However, the suspension remains in place while investigations by external agencies continue.

p.1

This monitoring visit

The registered manager resigned shortly after the incident. An interim manager was appointed. The provider has now appointed a permanent manager from within their service. They have applied to register with Ofsted. The newly appointed manager has experience of supporting children with complex needs, and experience of managing more than one home.

p.1

This monitoring visit

A new staff team has been recruited. This includes experienced staff from the provider’s other homes alongside newly appointed staff. There are a small number of vacancies, which leaders are actively seeking to fill. The statement of purpose has been updated to reflect the revised staffing arrangements, including staff experience and qualifications. Inspection report for children’s home – monitoring visit: 2838720 2 The home environment is presented to a very good standard. It is well furnished, well maintained, clean and welcoming. Plans are in place to ensure that children moving into the home can personalise their living space with items such as photographs, artwork and other personal belongings.

Recommendations

 The registered person should ensure that records of restraint are kept and should enable the registered person and staff to review the use of control, discipline and restraint to identify effective practice and respond promptly where any issues or trends of concern emerge. The review should provide the opportunity for amending practice to ensure it meets the needs of each child. In particular, the registered person should ensure that all incidents involving physical intervention are clearly identified and recorded as restraints where appropriate. (‘Guide to the Children’s Homes Regulations, including the quality standards’, page 49, paragraph 9.59)  The registered person should ensure that the essential point is that a child’s plan should form the basis of their care, and providers should use their judgement as to what is relevant in each case, taking the plans listed in the definition in the Regulations as a starting point rather than a complete list or a tick-box exercise.

p.4

Recommendations

In particular, the registered manager should ensure that all plans include the voice of the child and clear, measurable goals with regular and effective evaluation of progress against targets. (‘Guide to Children’s Homes Regulations, including the quality standards’, page 55 and 56, paragraph 11.1)  The registered person should ‘seek to involve’ the placing authority that places a looked-after child in the home, which in practice means working primarily with their statutory social worker. In particular, the registered manager should ensure that children’s files have all key documents, including placement plan and in-date delegated authority/section 20. (‘Guide to Children’s Homes Regulations, including the quality standards’, page 11, paragraph 2.5)  The registered manager must ensure that, when completing impact assessment, discussions with children currently in the home are included. The manager must
