Inspection report for supported accommodation provider - monitoring visit: Sunset Rehabilitation Healthcare Centre and Trading Associates Ltd Sunset Rehabilitation Healthcare Centre and Trading Associates Ltd

p.1

Registered provider: Sunset Rehabilitation Healthcare Centre and Trading Associates Ltd

p.1

Inspected under the social care common inspection framework

p.1

provider

The provider and service manager registered with Ofsted on 26 October 2024 to provide ring-fenced supported accommodation.

p.1

provider

At the time of this visit, the provider had one property offering accommodation for up to 3 children. No children have received support from this provider since October 2025.

p.1

This monitoring visit

The purpose of this visit was to review the provider’s compliance with a notice restricting accommodation and to evaluate the progress made against the action plan shared with the regulator. The provider has complied with the notice by not admitting any children during the period of restriction.

p.1

This monitoring visit

The inspector visited the provider’s head office and met with the director. The nominated individual has resigned from their role. The registered service manager was unable to attend this visit and, despite agreeing with the director to be available by telephone, was not contactable.

p.1

This monitoring visit

The director informed the regulator of their intention to apply to register as the nominated individual by 15 August 2026. Inspection report for supported accommodation provider - monitoring visit: Sunset Rehabilitation Healthcare Centre and Trading Associates Ltd Following a monitoring visit on 11 September 2025, serious shortfalls were identified. A notice restricting accommodation was issued, preventing any further children from being admitted to the service. Compliance notices were also issued under Regulation 4 (the leadership and management standard) and Regulation 5 (the protection standard). Since then, Ofsted has issued a notice of proposal to cancel the provider’s registration, and several monitoring visits have been carried out to review and evaluate the provider’s progress in demonstrating its ability to safeguard children. The previous monitoring visit took place on 18 May 2026.

p.1

This monitoring visit

The director has recently been working with a specialist consultant who has supported the service by providing training for staff in preparation for the admission of children.

p.2

This monitoring visit

During the visit, it was not possible to inspect the premises, as the provider had returned the keys to the landlord and was no longer paying rent. The provider advised that they intend to add an alternative address to the registration.

p.2

This monitoring visit

Leaders and managers have failed to make a referral to the local authority designated officer in relation to allegations made against staff in 2025. The director believes that a referral was submitted to the local authority designated officer; however, this has not been received.

p.2

This monitoring visit

The action plan submitted by the provider to Ofsted in July 2026 outlines a defined response to Ofsted’s concerns and builds on a previous plan developed in February 2026 to implement change. The plan sets out actions to be completed by the end of September 2026, including several training activities that may address some of the shortfalls in the provider’s response to safeguarding. However, leaders and managers do not intend to carry out some of the training activity until children have been admitted and new staff have been recruited. Furthermore, the arrangements for supervision, and the quality of supervision provided to staff and the registered manager, are unclear.

p.2

This monitoring visit

Leaders and managers are not carrying out sufficient pre-employment checks. For example, they have not consistently verified references or obtained Disclosure and Barring Service checks. Recruitment records show unexplained gaps in employment history, and incomplete application forms that do not evidence the reasons for leaving previous employment.

p.2

This monitoring visit

Due to ongoing concerns and lack of progress, the notice restricting accommodation has been reissued. Ofsted will continue to monitor this provider. Inspection report for supported accommodation provider - monitoring visit: Sunset Rehabilitation Healthcare Centre and Trading Associates Ltd
