Inspection report for children’s home - monitoring visit: 2732313 1 Registered provider: Homes 2 Inspire Limited
p.1
Inspected under the social care common inspection framework
p.1
Information about this children’s home
This home can accommodate up to 3 children with social and emotional difficulties. Since the last inspection, one child has moved out of the home. No children are currently living in the home.
p.1
Information about this children’s home
Since the last inspection a new manager has been appointed. They have not yet applied to register with Ofsted.
p.1
Information about this children’s home
Due to serious and widespread concerns about the provider, a notice restricting accommodation at this home was issued on 19 June 2026 and remains in place.
p.1
This monitoring visit
On 29 and 30 June 2026 Ofsted completed a full inspection of the home. The inspection identified significant concerns in relation to the to the care and progress of children and the leadership and management of the home. Consequently, on 8 July 2026, compliance notices were issued under Regulation 6, ‘The quality and purpose of care standard’ and Regulation 13, ‘The leadership and management standard’. This visit took place to monitor the progress made in meeting the compliance notices. The inspector found that the compliance notices had not been met. As a result, the compliance notices have been re-issued.
p.1
This monitoring visit
Following the last inspection the registered manager submitted their resignation. Leaders subsequently made the decision for managers from other homes within the organisation to support this home. This resulted in improved management oversight of staff practice. However, this is not a reflection of practice going forward. A new management team is in place. Roles, responsibilities and learning and development needs of the new management team have not yet been identified and planned for. Inspection report for children’s home - monitoring visit: 2732313 2 This does not provide assurances that going forward, there will be strong and effective management of the home.
p.1
This monitoring visit
Action is not taken to address concerns raised in the management oversight of staff practice. There are no systems in place to ensure that identified actions are completed and that concerns or questions about staff practice, or about the child are addressed. This does not show a pro-active approach to monitoring concerns, improving practice and ensuring that the care that children receive is good enough.
p.2
This monitoring visit
Updates to care planning for a child did not contain essential details. Information for staff to follow in relation to routine, boundaries and consistency were not included. Inconsistencies in staff practice caused confusion for the child and led to an incident.
p.2
This monitoring visit
Staff have not yet received the training and support that they need to provide children with good quality care. The current staff team is relatively new and lack experience. Leaders and managers have devised a training and development plan for staff and have begun to implement this. This was devised following a review of staff practice. However, there is not a full staff team in place, and any joining members will miss out on the learning and reflection that has already taken place. There is no planning in place to assess whether staff take on this new learning and embed it into their practice. In addition, leaders and managers have not identified the individual learning needs of staff. This does not provide assurances that staff have the knowledge and skills to meet the needs of children who will live in this home.
p.2
This monitoring visit
Leaders and managers are in the process of reviewing the statement of purpose. They have identified that the current document does not reflect the aims of the home or the care that has been provided to children. There has been a delay in addressing concerns that children and staff have not received the support that has been expected or outline in this document.
p.2
This monitoring visit
Investigations into staff practice are ongoing. Two have not yet been completed. One completed investigation is analytical and considers the child’s voice and experiences alongside staff practice.
p.2
This monitoring visit
Action is being taken to complete repairs to the home and make it a more homely environment.
p.2
This monitoring visit
Due to there being no children living in the home, some requirements from the full inspection could not be reviewed during this visit. There requirements remain in place. Inspection report for children’s home - monitoring visit: 2732313 3
