p.2

Summary of findings

The child has made progress in the home and has started to develop trusted relationships with adults. The staff team cares for the child and has advocated well for them. The child has spent a significant period of time away from education and is now attending school. This has been well supported by staff.

p.3

Summary of findings

The staff understand positive behaviour management and have responded well to incidents, which has resulted in a reduction in incidents and physical interventions. Managers are good at identifying lessons learned, and post-incident discussions are always completed with the child. Rewards and incentives are well used, but consequences for the child require further evaluation and scrutiny.

p.3

Summary of findings

The registered manager was not present for the inspection and short-term interim arrangements are currently in place. There is good management oversight in the home for incidents, and staff feel well supported. On one occasion, a serious incident was not reported to the regulator.

p.3

Overall experiences and progress of children and young people: good

Since moving into the home, the child has settled well and is making good progress. Feedback from professionals and the child’s family is positive about the care provided by the staff. One professional said, ‘He is like a different child.’ Since moving into the home, there has been a significant reduction in the child’s presenting behaviours, which cause concern.

p.3

Overall experiences and progress of children and young people: good

The child is supported by a staff team that expresses care and warmth for them. There is good relational practice and staff know the child well. Records reflect the positive relationships as they are written by staff with warmth and affection. Positive memories have been created and captured for the child, and they can regularly engage in new experiences.

p.3

Overall experiences and progress of children and young people: good

While the child has previously experienced a significant amount of time out of education, they now attend school. Prior to the child starting school, staff completed a variety of educational activities and work with the child, supporting their learning and development, but also preparing the child for returning to school. Staff advocated for an appropriate education provision for the child and supported them to settle into school.

p.3

Overall experiences and progress of children and young people: good

The child is supported to spend time with people who are important to them. Staff have built positive relationships with family members and share information well. Staff facilitate family time in line with the child’s care plan, wishes and views and have advocated for additional family time in line with the child’s wishes and progress. Inspection report for children’s home: 2616741 4 When children move in and out of the home, this is done quickly but with care. Staff make themselves available to move with children and support them to settle. Staff keep in contact with children when they move on from the home and ensure that they are supported.

p.3

How well children and young people are helped and protected: good

The child has a thorough risk assessment in place that accurately captures the known risk areas. This is regularly updated to reflect new incidents and behaviours. Staff are aware of de-escalation strategies that work well for the child, and these strategies are regularly used during incidents. The use of the provider’s model of care is evident during incidents and effective use of this has assisted in the de-escalation of incidents.

p.4

How well children and young people are helped and protected: good

The manager has good oversight of incidents and lessons learned are reflected on. Despite a high number of incidents, there has been a low number of physical interventions, indicating that incidents are well managed. The child is always offered a post-incident reflective discussion following both incidents and physical interventions, which they engage well in.

p.4

How well children and young people are helped and protected: good

Allegations are investigated by the management team. A manager from another home completes the investigation to allow for independent oversight. Managers undertake internal investigations and collate evidence alongside notifying the relevant professionals. Appropriate steps are taken by managers to reduce risks for children.

p.4

How well children and young people are helped and protected: good

The child rarely goes missing from the home, but staff know and understand the protocol in place. When the child has been missing, staff have taken appropriate action following the child’s missing-from-home plan. When the child returns, an independent return home interview takes place. While one missing-from-home incident was deemed serious, there was a significant delay in notifying the regulator. This prevents Ofsted from evaluating the information and taking necessary action in a timely way.

p.4

How well children and young people are helped and protected: good

The child does not routinely receive consequences and usually these are natural consequences. There have been 3 consequences whereby technology has been removed, and there has been little evaluation of the effectiveness of the consequences used. Clear timescales for consequences were also not given to the child on one occasion. Positive rewards are well understood and used regularly by staff.

p.4

The effectiveness of leaders and managers: good

The registered manager is always present and visible and the child expressed she was a person that they could talk to when upset. There is a small core staff team in place that is experienced and knowledgeable. Where bank staff are used, these are the same 2 familiar staff members. Staff speak positively about team dynamics and the support from each other as a team. Inspection report for children’s home: 2616741 5 Staff are well supported following incidents and are routinely offered post-incident reflective discussions or clinical supervision sessions. The manager has good oversight of incidents and consistently provides an analysis and identifies good practice or lessons learned. The manager knows and understands what is happening for the child.

p.4

The effectiveness of leaders and managers: good

Staff consistently have good-quality supervision sessions from the manager and team leaders. Personal wellbeing is always discussed and reflective discussions about children have depth and meaning.

p.5

The effectiveness of leaders and managers: good

Staff have a good training offer, and all staff are qualified or within timescales for their residential qualification. There are some small gaps in training for one staff member, but the provider’s mandatory training is up to date.

p.5

The effectiveness of leaders and managers: good

While staff spoke positively about feeling supported by the manager, some staff have experienced a lack of support when personal comments have been made about them while at work. No follow-up support took place for the staff in response to these incidents for them to be able to reflect on their experiences. In addition, following an allegation being made, follow-up action was not communicated to the staff team. Inspection report for children’s home: 2616741 6

Recommendations

 The registered person should ensure that all incidents of control and discipline, namely consequences for children, are subject to systems of regular scrutiny to ensure that their use is fair and the above principles as set out in 9.35 are respected. (‘Guide to the Children’s Homes Regulations, including the quality standards’, page 46, paragraph 9.36)  The registered person should ensure that staff support enables staff to reflect and act on how their own feelings and behaviour may be affected by the behaviour of the children they care for. (‘Guide to the Children’s Homes Regulations, including the quality standards’, page 39, paragraph 8.15)
