p.1

Registered provider: The London City Care and Support Services Limited

p.1

Inspected under the social care common inspection framework

p.1

provider

This service registered with Ofsted on 16 August 2023. The registered service manager’s post is vacant. The service is currently managed by the nominated individual and 2 interim service managers.

p.1

provider

The provider offers supported accommodation for up to 29 children and young people in 7 shared homes that are not limited to accommodating children in care and care leavers.

p.1

provider

The monitoring visit was announced with short notice on the day of the visit.

p.1

provider

There are 6 children placed with this provider. The inspector visited one property and spoke with both interim service managers and one staff member. One 18-year-old chose to speak to the inspector. The nominated individual was abroad and unavailable for this inspection.

p.1

provider

The main purpose of this monitoring visit was to consider concerns raised with Ofsted. The information related to the unpaid rent for one property and the impact of this on the stability of placements and experiences for children.

p.1

This monitoring visit

The registered provider is no longer financially viable. Inspection report for supported accommodation provider - monitoring visit: The London City Care and Support Services Limited Due to unpaid rent the landlord arrived at the property with the intention of evicting the child in care and the care leavers from their home. This is an avoidable and unsettling experience for vulnerable children.

p.1

This monitoring visit

The incident had a negative emotional impact for the child and all those living and working at the property. They were upset about the prospect of having to suddenly move. On the day, the children and young people did not need to move out. The staff called the police and reassured the child and the care leavers that they would be able to continue to live at their home.

p.2

This monitoring visit

Leaders and managers failed to notify Ofsted of this incident. Failure to inform Ofsted of significant events undermines the regulator’s role in having clear regulatory oversight of children’s experiences.

p.2

This monitoring visit

The arrangements for leadership and management do not provide stability for children. There has been a churn of managers in the last 12 months. Two registered managers left. The last manager was registered on 1 April 2026 and left on 13 July 2026. Another proposed registered service manager, who applied to register with Ofsted, withdrew their application.

p.2

This monitoring visit

Staff are committed to children and know them well. Staff and children have positive relationships. Children make strong contributions to their support plans, the risk assessments and the safety plans. Staff work collaboratively with other professionals to promote children’s safety, positive experiences and progress.

p.2

This monitoring visit

The records on children’s files are generally of good quality. However, no record was available to show how the decision was reached to admit one child, when this happened in an emergency. The register of children is not maintained as required.
