Inspection report for supported accommodation provider - monitoring visit: SHP Young People in Care Service SHP Young People in Care Service Registered provider: The Single Homeless Project

p.1

Inspected under the social care common inspection framework

p.1

provider

This service registered with Ofsted on 16 August 2023 to provide supported accommodation across 3 categories, single occupancy and shared accommodation limited to only children in care and care leavers and not limited to children in care or care leavers. The registered service manager registered at the same time as the service.

p.1

provider

This monitoring visit took place because the provider notified Ofsted of a safeguarding notification. The serious incident that took place at the setting is under investigation by the appropriate authorities. While Ofsted does not have the power to investigate incidents of this kind, actions taken by the setting in response to the incident were considered, alongside other evidence available at the time of the inspection.

p.1

provider

The monitoring visit was announced to the nominated individual the day before it took place.

p.1

provider

At the time of the inspection, the provider offered supported accommodation for up to 29 children and young people. There are 16 children living across 7 premises. The inspector visited one house and spoke to one child in care, one young adult care leaver, the nominated individual, the regional manager, the team manager and 2 support workers. The registered service manager was on leave.

p.2

This monitoring visit

On 6 August 2026, Ofsted received a safeguarding notification about a serious incident relating to the death of an adult care leaver. The 18-year-old young person lived in shared accommodation with one child and 5 other young people.

p.2

This monitoring visit

The purpose of the monitoring visit was to evaluate how the managers and staff responded to the incident and how they safeguard children who misuse substances that places them at significant health risk.

p.2

This monitoring visit

The nominated individual provides strong leadership and is the safe anchor for the service. Their competent guidance is sensitive and in line with the provider's values, the statement of purpose and good social care practices.

p.2

This monitoring visit

The positive relationships between staff and children underpin effective safeguarding practices. The service provides a nurturing and safe environment for children, no matter what the circumstances are. The staff use a trauma-informed approach to understand children and provide them with individualised support.

p.2

This monitoring visit

Staff understand the levels of risk to children well. They work closely with the multi-disciplinary team to agree and implement safety strategies for children for example, who are at high risk of harm in the community. Staff know when to escalate concerns, including when to call the emergency services.

p.2

This monitoring visit

The support provided by staff has helped the children to respond to the incident with thoughtfulness and resilience. Some young people responded with care for the staff and reassured them that there was nothing that they could have done differently. Staff are monitoring everyone closely for any delayed responses.

p.2

This monitoring visit

Staff value the views, wishes and feelings of children and are committed to providing child-led support. Staff make decisions that are in the best interests of children and young people, even when those contradict what the child or a young person want for themselves at that time. The organisation has a zero-tolerance policy on illegal substances, and this is consistently enforced.

p.2

This monitoring visit

Staff receive comprehensive support and training on many relevant topics, including substance misuse. They work closely with the specialist services to support children who abuse substances. Staff make effort to work jointly with the families and friends of children and young people to influence them in a positive way. For example, staff encourage them to come home on time and keep safe, to reduce substance use or to eat more nutritious food.

p.2

This monitoring visit

When the registered service manager is absent, the nominated individual, together with the regional manager and the quality assurance manager, ensure that children and young people are provided with the support they need. At this difficult time, the regional manager is based at the property, providing stability and consistent, direct support to the staff, child and young people on a day-to-day basis. Inspection report for supported accommodation provider - monitoring visit: SHP Young People in Care Service No requirements or recommendations were made during this visit.
