Summary of findings
There were a high number of shortfalls at the last full inspection that resulted in enforcement action. A new manager was appointed in May 2026 and has taken steps to begin addressing the identified shortfalls. There have been continued challenges at the home, with two children moving out. As no other children have moved in, many of the shortfalls are untested and therefore have been restated. A restriction of accommodation notice remained in place until 7 August 2026. Therefore, since the monitoring visit on 23 June 2026, there have been no children living at the home since 2 July 2026 when a child moved out.
p.4
improvement to be good
Since the last full inspection, both children have moved out of the home. There were no children living at the home at the time of this inspection. Several staff have been redeployed to sister homes. Therefore, any improvements to the quality of care and staff practice remain untested.
p.4
improvement to be good
Since the last full inspection, one child moved out in an urgent and unplanned way. The staff were unable to safely meet their needs following a significant increase in the child’s vulnerability and risks. The second child wanted to move out of the home. The child was helped to move, with a clear plan, to the area where they wanted to live. This move was well planned, with staff talking to the child and helping them to prepare for this move. This child was spoken with. They said that the staff helped them to move and offered them a goodbye meal. They said that some relationships with staff at the home, particularly the new manager, had improved. However, overall, they said that the care had not been good enough, they were unhappy and that several staff failed to build positive relationships with them.
p.4
improvement to be good
At the last inspection, neither child was engaging in education. The staff were not supporting children to build the routines needed to meaningfully engage with alternative education or training. It is not yet clear how staff would support children’s education. The manager has identified alternative services in the community that future children could access to support their informal learning. Staff helped the child who recently moved out to apply to a college in their new local area.
p.4
improvement to be good
Steps have been taken to address the required repairs at the home. This has made the house more welcoming and homely for children who move in. All of the children’s bedrooms have been redecorated and have suitable furniture. Inspection report for children’s home: SC456330 5
p.4
improvement to be good
Since the last full inspection, there were several occasions when a child went missing from the home and took significant overdoses of medication. Since June 2026, there have been no more serious incidents at the home. There are no children at the home. Therefore, staff practice regarding what actions they would undertake to keep children safe or effectively manage risks to children have not been tested.
p.5
improvement to be good
Previously there were no shortfalls in how staff held children. This was a shortfall raised at the last two full inspections. There have been no physical interventions involving children since the last full inspection. Although this is progress, it does not allow sufficient time to show that staff’s practice has changed or evidence that staff’s recording and reporting have improved. The manager has undertaken training with staff about physical interventions to help staff to better understand their roles.
p.5
improvement to be good
The new manager has increased oversight of any incidents at the home. Any incidents since the last full inspection have been reviewed by the manager, who takes steps to review any poor practice. This helps managers to better understand the recent shortfalls in the help and protection of children.
p.5
improvement to be good
Several new staff have joined the home. Recruitment checks follow the relevant requirements for safe recruitment checks. This helps to assure leaders and managers that new staff are suitable to work with children.
p.5
The effectiveness of leaders and managers: requires improvement to be good
The manager has applied to register with Ofsted and has a relevant qualification in leadership and management. The new manager has taken charge and has begun addressing the shortfalls identified at the last two inspections.
p.5
The effectiveness of leaders and managers: requires improvement to be good
Significant staffing changes have contributed to several shortfalls in leadership and management and the help and protection of children. The responsible individual role changed, and this resulted in reduced oversight and monitoring during a difficult time.
p.5
The effectiveness of leaders and managers: requires improvement to be good
There is a new and inexperienced staff team, whose members are yet to demonstrate how they support children. None of the current staff team holds a relevant qualification. These ongoing changes do not help to provide consistency or stability for children.
p.5
The effectiveness of leaders and managers: requires improvement to be good
Leaders and managers have developed a clear action plan to drive improvements. The new manager quickly addressed these shortfalls to meet the requirements of the compliance notices. The manager has accurately used independent visitor reports and internal monitoring systems to capture children’s experiences and identify needed changes. Inspection report for children’s home: SC456330 6 All staff completed extended training, including a therapeutic model, to help them provide care in line with the home’s statement of purpose. All staff attended a weeklong training and team-building session to upskill and better prepare them for working with children. The manager has completed helpful records to demonstrate staff’s learning theoretically. However, this practice is yet to be seen in their direct work with children.
p.5
The effectiveness of leaders and managers: requires improvement to be good
All staff have now received regular supervision sessions since the last full inspection. The manager has written detailed records to capture staff’s learning and development needs.
p.6
The effectiveness of leaders and managers: requires improvement to be good
Since the last full inspection, 3 requirements and 2 recommendations have been met. Several requirements have been restated because they could not be tested in this inspection timeframe. Inspection report for children’s home: SC456330 7
