Summary of findings
Staff are developing some positive relationships with the child and staff recognise the importance of supporting family communication. There are, however, shortfalls and areas of development which the manager needs to address and action.
p.3
improvement to be good
Staff recognise the importance of the child spending time with their family and friends. For example, staff arrange for the child to have sleepovers with a friend and they spend time with their parent doing fun activities.
p.3
improvement to be good
Staff provide support and encouragement to improve educational attainment against children’s respective starting points. Staff are proactive in their advocacy for children, for example specific representations around supporting child centred school endings for one child resulted in a positive and meaningful conclusion that meant a lot to the child.
p.3
improvement to be good
The child is not happy about how she is cared for by staff; the child describes not feeling confident that staff understand her needs or how to make her feel safe. Although the child did develop some core relationships with staff, these relationships have deteriorated over time. The manager has employed agency staff to cover care shifts in the home, however the child does not like having people care for her who she does not know well.
p.3
improvement to be good
The manager recognises that staff are not consistent in how they care for children or maintain boundaries and expectations. Although staff do have some relevant training, staff are not yet using a therapeutic approach with the child to help them feel heard or valued.
p.3
improvement to be good
The child has individualised care plans and risk assessments that are sensitively written to the child, however not all known risks are included in the child’s records, for example vaping risks are not included. Systems in place do not offer assurances that staff are regularly reading when the child’s safety needs are updated, this has led to staff caring for the child in an inconsistent way.
p.3
improvement to be good
Children’s records do not consistently provide an accurate reflection of what has happened. For example, records do not explain how staff have tried to repair a relationship with the child. Furthermore, the manager’s oversight is not evident to demonstrate what needs to change following incidents to strengthen relationships. There is also no clear understanding of whether the manager is recognising any patterns of behaviour that may be negatively affecting the child’s progress. Inspection report children’s home: 2877738 4 When complaints have been made by the child, the process to record and address the complaint has been inconsistent. It is unclear from the child’s records what actions have happened in response or how the child has been supported and updated following their complaint.
p.3
improvement to be good
Not all serious incidents have been notified to Ofsted as the regulatory body to enable the required oversight of the home. Furthermore, one allegation was not notified to the relevant agencies.
p.4
The effectiveness of leaders and managers: requires improvement to be good
The manager understands the importance of safer recruitment and vetting procedures for new staff, and these are in place.
p.4
The effectiveness of leaders and managers: requires improvement to be good
There have been some changes to the staff team since the home was registered. Some staff have left which has negatively impacted staff retention. Not all staff feel that the manager provides the levels of support required to develop a new staff team. Gaps in the rota have led to the manager being on shift, this impacts the manager’s ability to complete management tasks.
p.4
The effectiveness of leaders and managers: requires improvement to be good
When the manager has identified shortfalls in practice, actions taken have not led to changes being embedded. There is not a consistent approach to caring for the child or implementing boundaries that aligns with the home’s statement of purpose and stated therapeutic model. Staff have received relevant training, but there have been shortfalls in putting this into practice to ensure their practice is child focused.
p.4
The effectiveness of leaders and managers: requires improvement to be good
The responsible individual was unable to demonstrate effective managerial oversight of the manager and staff’s practice.
p.4
The effectiveness of leaders and managers: requires improvement to be good
The manager and responsible individual recognises that some areas of care practice need to improve. This involves an approach to supporting the staff team to better understand the needs of children. Inspection report children’s home: 2877738 5
