p.1

Information about this children's home

There has been no registered manager in post since July 2025. A manager who had previously applied to register with Ofsted has since withdrawn their application.

p.1

This monitoring visit

On 28 April 2026, Ofsted urgently suspended the provider's registration following concerns relating to the care of children and the leadership of the home. The purpose of this inspection was to monitor the provider's compliance with the notice.

p.1

This monitoring visit

Leaders understand that previous oversight lacked sufficient rigour and that previous monitoring and auditing arrangements were ineffective in identifying concerns at an early stage. Leaders demonstrate increased awareness of the concerns and have appropriately sought independent scrutiny to make improvements.

p.1

This monitoring visit

Reflection by leaders has identified weaknesses in governance, professional challenge and independent scrutiny, which contributed to significant shortfalls remaining unidentified for too long. Leaders have now begun to strengthen governance and oversight arrangements. However, the effectiveness and sustainability of these measures are yet to be demonstrated in practice.

p.1

This monitoring visit

Processes for whistleblowing and reporting concerns have been improved. These actions address previous weaknesses in organisational culture and staff confidence to escalate concerns independently.

p.1

This monitoring visit

Leaders have commissioned external scrutiny and undertaken a comprehensive review of recruitment arrangements following the identification of significant Inspection report for children's home - monitoring visit: 2815289 2 shortfalls. Previous reliance on assurances from third parties have been recognised by leaders as being insufficient. The previous arrangements failed to provide adequate assurances that recruitment and workforce safeguards had been thoroughly considered.

p.1

This monitoring visit

Conflicts of interest and recruitment concerns were not previously identified or challenged. In response, leaders have introduced strengthened recruitment oversight and external scrutiny. However, the extent of the changes required highlights the seriousness of previous failings.

p.2

This monitoring visit

Leaders were open and reflective about the weaknesses in their previous approach and demonstrated insight into how these failings may have affected safeguarding oversight. Leaders recognise that excessive trust, limited professional challenge and inadequate scrutiny contributed to poor decision-making and oversight. As a result, leaders have taken appropriate action to address management concerns and have demonstrated an increased focus on accountability and oversight.

p.2

This monitoring visit

Leaders have commissioned a comprehensive programme of staff training focused on safeguarding, accountability and professional curiosity. While positive, the impact of this training is yet to be evaluated.

p.2

This monitoring visit

Leaders have designed a detailed improvement plan to strengthen leadership, recruitment, training and quality assurance arrangements. Many of these actions remain at an early stage, and their effectiveness has not yet been demonstrated.

p.2

This monitoring visit

The home conditions are not yet adequate for children to move into, and leaders have committed to ensuring that these are improved without further delay.

p.2

This monitoring visit

Leaders have complied with the conditions of suspension, and no children have been accommodated at the home during this period. The suspension notice has been met. There are ongoing concerns regarding staffing sufficiency, a lack of leaders and managers, and home conditions, which means that the home is not yet ready for children to move into.

p.2

This monitoring visit

The requirements set at the last inspection were either not tested at this inspection or are not met and have therefore been restated. No additional requirements were made at this inspection. Inspection report for children's home - monitoring visit: 2815289 3
