Inspection report for children's home - monitoring visit: 2729820 1 Registered provider: TS Children Services Ltd
p.1
Inspected under the social care common inspection framework
p.1
Information about this children’s home
The home registered with Ofsted in January 2024 and is privately owned. The home provides care for up to 3 children who may experience social and emotional difficulties. No children were living at the home at the time of this visit.
p.1
Information about this children’s home
There has been no registered manager in post since March 2025. A manager was appointed on 1 July 2025 but subsequently withdrew their application to register on 20 May 2026. A new manager started work in the home on 20 April 2026. They have submitted their application to register with Ofsted.
p.1
Information about this children’s home
The responsible individual has been working at the home since February 2026.
p.1
This monitoring visit
The home was judged inadequate at a full inspection on 5 and 6 May 2026. The home’s registration was suspended due to the significant concerns identified about children’s care and safety and the management of the home. The purpose of this monitoring visit was to consider the current position of the home and to determine whether the provider has complied with the suspension of their registration.
p.1
This monitoring visit
The inspection history of this home is poor, and the home has never been judged as providing good care to children since registering. The home has been judged inadequate on 3 occasions due to weaknesses in leadership and management, failures to keep children safe and shortcomings in meeting children’s individual needs. Despite regulatory intervention, the provider has not demonstrated they are able to improve practice and maintain compliance with the children’s homes regulations. Consequently, concerns remain about the provider’s ability to deliver safe and effective care to children. Inspection report for children’s home - monitoring visit: 2729820 2 Staff have completed learning workshops and training with the intention of equipping them with the knowledge and skills required to meet the needs of children who may move into the home. Several of these areas have previously been identified as areas in which staff needed to improve their knowledge and skills and
p.1
This monitoring visit
training was completed. Despite previous assurances from the provider, this learning has not been sustained or ensured long-term improvements in practice. Children needed to move out following the last inspection due to concerns about their safety and welfare. This current learning is not yet embedded into practice because no children are living at the home.
p.2
This monitoring visit
A new electronic recording system has been introduced. Leaders intend that the system will strengthen management oversight, enhance monitoring arrangements and support effective day-to-day operations in the home. In addition, a range of new policies have been implemented to provide staff with clearer guidance and to promote consistency of practice. After previous shortfalls were identified, the provider introduced new recording systems into the home with the same aims, but this was not successful. No children have lived at the home since these changes were introduced, so the effectiveness and impact of these new systems and processes are not yet known.
p.2
This monitoring visit
New staff now receive an induction to prepare them for their roles at the home. Staff are now receiving regular supervision, which leaders are hopeful will support staff development. However, supervision is not always used effectively to address known weaknesses in practice. Concerns regarding a staff member’s recording and reporting practice were identified in September 2025 but were not addressed effectively, with similar issues remaining unaddressed in May 2026. This demonstrates weaknesses in management oversight and an inability to secure timely improvements to benefit children.
p.2
This monitoring visit
The home is clean, and extensive redecoration has taken place since the last inspection. This has created a brighter and more welcoming environment. Risks in the environment have been reviewed, and ligature risks have been removed. Any new children will now have access to all areas of the home, as doors are not unnecessarily locked.
p.2
This monitoring visit
The home’s statement of purpose has been reviewed and updated. It now contains accurate and up-to-date information regarding the experience, qualifications and roles of the staff working at the home, in accordance with regulatory requirements.
p.2
This monitoring visit
The suspension has been adhered to. Of the 11 requirements raised at the last inspection, 4 are met. One requirement has been partially met and is restated. A further 6 requirements have not been reviewed during this visit and will be considered at the next full inspection. The suspension remains in place.
