Information about this inspection
the care of children the safety of children the effectiveness of leaders and managers. The inspector looked closely at the experiences and progress of children, using the social care common inspection framework. This assurance inspection was carried out under the Care Standards Act 2000 to assess the effectiveness of the service, how it meets the core functions of the service as set out in legislation, and to consider how well it complies with The Children’s Homes (England) Regulations 2015 and the ‘Guide to the Children’s Homes Regulations, including the quality standards’. Assurance inspection report for children's home: 2728917 2
p.1
Findings from the inspection
We did not identify any serious or widespread concerns in relation to the care or protection of children at this assurance inspection.
p.2
Findings from the inspection
This inspection took place in response to serious and widespread systemic concerns that had been identified about this provider. Ofsted took action to assure itself that the children who live in this home are safe and cared for.
p.2
Findings from the inspection
Staff have begun to plan how they will support children to develop essential independence skills. Children have been engaged in ad hoc pieces of work that focus on their future. However, this work is in its infancy. Planning is not individualised to the child and there are no set targets. There is no system for the monitoring and review of work that is completed or the progress that children make. This does not provide assurances that children will have the skills and knowledge they will need when they move out of the home.
p.2
Findings from the inspection
Staff talk to children about risk. Conversations are educational and consider children’s viewpoints and the factors that influence their behaviours. Managers have taken action to increase staff’s awareness of risks and how to address them. One child said that staff talk to them about risk, but they do not listen. Despite this ongoing work, the measures taken have not been effective in reducing self-harming behaviours or risks such as vaping and the use of cannabis.
p.2
Findings from the inspection
Restraint has been used appropriately. Following incidents, staff and children are encouraged to reflect on their actions. However, reports that detail staff and children’s actions continue to miss out important details. Limited learning is taken from incidents. Management oversight is brief and rarely analyses and evaluates staff practice and children’s behaviours, to identify any learning. This has meant that children’s care planning and risk assessments are not always informed by practice.
p.2
Findings from the inspection
There have been no instances of children going missing from the home. Guidance for staff in the event that a child goes missing has been revised. Staff now have access to clear instruction that is consistent across documents. This shows a focus on ensuring the safety of children in the event that they go missing.
p.2
Findings from the inspection
Staff listen to children when they raise concerns. Action has been taken to support a child to have more of a voice and to address any concerns that they may have. Responses to allegations about staff are robust. There is a multi-agency approach to investigations and seeking the child’s views. This has resulted in clearly set out, child-focused investigations and outcomes.
p.2
Findings from the inspection
Children have experienced increased consistency of care. Leaders and managers have implemented processes to provide more assurances that temporary or agency staff have an awareness of children’s needs and the planning that is in place to meet them. Assurance inspection report for children's home: 2728917 3 Managers have plans to address the shortfalls identified at the full inspection. However, this planning does not address the requirements in relation to leadership and management. This inspection found that the concerns regarding the quality of management oversight and the review and analysis of the care that children receive have not been addressed.
p.2
Findings from the inspection
Staff work effectively with external professionals. They have appropriately challenged others for the benefit of children. This has resulted in effective information-sharing and decision-making.
p.3
Findings from the inspection
Staff are now receiving regular reflective supervision. This focuses on their practice and the care that they provide to children. Mangers have considered how the quality of supervision can be improved further.
