Inspection report for supported accommodation provider - monitoring visit: Elysian Field Limited 1 Elysian Field Limited

p.1

Registered provider: Elysian Field Limited

p.1

Inspected under the social care common inspection framework

p.1

provider

This supported accommodation service is operated by a private provider in the West Midlands. It can accommodate up to 48 individuals in 2 single-occupancy premises, 6 shared or group living premises that are limited to accommodating looked-after children or care leavers, and 6 shared or group living premises that are not limited to accommodating looked-after children or care leavers.

p.1

provider

At the time of the inspection, 15 looked-after children aged 16 or 17 were living in the premises.

p.1

provider

The service does not have a registered manager. The previous manager registered with Ofsted in May 2025 and left their role in March 2026. The service is managed by an interim manager who has applied to Ofsted to be registered.

p.1

provider

The provider operates two models of support. The first model supports unaccompanied asylum-seeking children in premises that do not have staff. Children in this model receive a standard 10 hours of support per week for their first four weeks, reducing to 5 hours of support per week. They have access to an out-of- office hours helpline. The second model of support is for care-experienced children who require support from a staff member 24 hours a day. In this model, a staff member is awake on duty in a group living home.

p.1

provider

The service was registered in February 2024.

p.1

This monitoring visit

From 18 to 22 May 2026, Ofsted carried out a full inspection. The provider was judged to be outcome three. Serious and widespread concerns relating to the leadership and management of the service and the premises were identified. Inspection report for supported accommodation provider - monitoring visit: Elysian Field Limited 2 Following that inspection, Ofsted issued compliance notices with regard to the leadership and management of the service, the standard of accommodation and the notification of serious incidents to Ofsted. Ofsted also issued a notice restricting accommodation.

p.1

This monitoring visit

The purpose of this monitoring visit was to review the progress made by the provider to meet the compliance notices and to assess compliance with the notice restricting accommodation.

p.2

This monitoring visit

During this review period, the nominated individual has relinquished their role and a new experienced nominated individual has been appointed. Both the proposed service manager and the proposed nominated individual were present during the inspection.

p.2

This monitoring visit

The manager has developed a new tool to screen all serious incidents and consider if they should be shared with Ofsted. The tool has not yet been tested because there have been no serious incidents. However, seniors and managers have been trained in how to use the new procedure. Ofsted will keep this under review.

p.2

This monitoring visit

Shortages of permanent staff continue. However, several new staff members have been recruited, and safer recruitment checks are being undertaken. To support consistency for children, the manager has utilised two regular agency workers. The manager intends to induct temporary staff members with the organisation’s core training modules. However, the systems required to do this have not yet been implemented. As a result, the temporary agency workers continue to rely on their own training. This was previously found to be irrelevant to children’s needs.

p.2

This monitoring visit

Permanent staff members have been allocated new mandatory training that aligns with children’s known needs and vulnerabilities. However, some staff have not yet undertaken this training. This means that gaps in staff knowledge remain an area of concern.

p.2

This monitoring visit

Safer recruitment checks are now supported by a recruitment policy. However, the policy describes recruitment procedures from application to interview. It does not describe how safer recruitment checks will be undertaken. Furthermore, some managers who take part in recruitment practice do not have any relevant training to ensure they have the skills and knowledge to carry out this important safeguarding work with rigour.

p.2

This monitoring visit

Children continue to live in premises where risks are not appropriately managed. For example, despite a risk assessment identifying that windows on the second and third floors required window restrictors, there are no window restrictors in place and children were observed with their windows wide open. Health and safety managers who are responsible for auditing premises have failed to identify these risks.

p.2

This monitoring visit

Although some progress has been made, Ofsted are concerned that the leaders and managers’ oversight of the service and the standard of accommodation that children Inspection report for supported accommodation provider - monitoring visit: Elysian Field Limited 3 live in is poor. As a result, Ofsted is likely to reissue enforcement action. Other requirements were not reviewed during this inspection and are therefore repeated.
