Inspection report for supported accommodation provider - monitoring visit: Hope For 16 Plus 1 Hope For 16 Plus

p.1

Registered provider: Hope For 16 Plus Limited

p.1

Inspected under the social care common inspection framework

p.1

provider

Hope For 16 Plus registered with Ofsted on 15 March 2024 to provide ring-fenced accommodation. The nominated individual was registered on 15 March 2024.

p.1

provider

The previous registered service manager ceased that role in November 2025. A new manager has been appointed to the manager’s role. They have not yet applied to register with Ofsted.

p.1

provider

At the time of registration, the provider had 6 properties offering supported accommodation for up to 25 children. On the day of this visit, the provider had six properties offering supported accommodation to 8 children. All children were placed with the provider by the same local authority.

p.1

This monitoring visit

The monitoring visit was completed following concerns shared with Ofsted about the provider from a local authority. A quality assurance visit from the local authority had highlighted significant shortfalls in the organisation and support being offered to children.

p.1

This monitoring visit

The nominated individual was unavailable on the day of the monitoring visit, so information was gained from other staff to inform the visit. Since the local authorities quality assurance visit, the provider has reduced the number of children they support and reduced the number of children who need additional support.

p.1

This monitoring visit

Leaders attend the home on a regular basis to have oversight of the accommodation. However, they do not have effective systems to oversee significant Inspection report for supported accommodation provider - monitoring visit: Hope For 16 Plus 2 incidents involving children. Records often had no management oversight recorded. At other times, the response recorded did not effectively address the concerns identified.

p.1

This monitoring visit

There have been concerns about staff competency. When these have related to agency staff, they have not been used again. When the concerns related to staff employed directly by the organisation, the action has been limited. The provider has not completed any review of the skills and competencies of the staff team. This means that the concerns raised about staff’s knowledge and competency for the role have not been suitably explored.

p.2

This monitoring visit

Leaders have taken action to address some of the shortfalls identified by the local authority. A new system has been introduced to ensure that all future recruitment has a clear system for ensuring that documents are available. Staff recruitment files sampled had the necessary safer recruitment checks on file. Staff also receive effective supervision, where action plans for further development are identified to help drive improvements.

p.2

This monitoring visit

The provider was unable to provide evidence that all properties have the necessary safety certificates. This raises concern about whether properties meet health and safety requirements and whether there is effective oversight of property maintenance.
