Enforcement action since last inspection: On 24 and 25 June 2025, Ofsted carried out a full inspection of the home. The inspector found that a lack of leadership and management oversight had led to significant shortfalls in safeguarding practice and the quality of care provided to children. Following the inspection, a notice restricting accommodation was issued to prevent further children from moving in. Inspection report for children’s home: 2797526 2 On 8 July 2025, Ofsted issued an urgent suspension notice following receipt of additional whistleblowing concerns. This was renewed in October 2025 after a monitoring period. After further monitoring, the suspension notice was lifted on 11 November 2025. Inspection report for children’s home: 2797526 3

Summary of findings

Leaders have made significant improvements to the quality and safety of care for children. The home is now a pleasant place for children to live. A child has settled into the home well. They enjoy positive relationships with staff. Staff understand the child’s needs and risks. They provide a good level of care and support. Staff act to protect the child from harm. Although the child has not yet made good progress, this is not due to the care provided. Staff are working hard to address this together with the local authority. Leaders have good oversight of staff practice.

p.4

Overall experiences and progress of children and young people: good

The home has undergone a full refurbishment and repair. It is now an attractive and homely environment for children to live in. Staff have personalised the home in a way for the child, such as displaying photos and artwork. The home is well maintained with no evidence of damage or disrepair. Leaders have made several improvements, including new paving and garden furniture.

p.4

Overall experiences and progress of children and young people: good

Leaders planned for the child moving into the home well. They held several meetings with the placing authority and the child’s previous home. They carried out a thorough assessment that took account of the child’s individual needs and risks as well as staff experience and skills.

p.4

Overall experiences and progress of children and young people: good

The child has settled into the home and says that they enjoy living there. They refer to it as ‘home’. Staff are developing positive relationships with the child. Staff consult the child regularly and help them express their wishes and feelings. The child enjoys participating in activities with staff, such as cooking and visiting a farm.

p.4

Overall experiences and progress of children and young people: good

Leaders are aware that the child has not made as much progress as they would have liked. Staff have been proactive in seeking to engage the child in education and a healthy daily routine. They are working with the local authority and support services to address this.

p.4

Overall experiences and progress of children and young people: good

Professionals working with the child have commented in a positive way about the care provided. The child’s social worker said that staff are ‘doing as much as they can’ for the child. The home tutor described the environment as ‘very well laid out’.

p.4

How well children and young people are helped and protected: good

Staff act to protect the child from harm. They show a solid understanding of the child’s individual needs and risks. Up-to-date risk assessments and plans that are easy to understand support staff practice. Staff follow established procedures for reporting and recording any incidents of concern. Inspection report for children’s home: 2797526 5 Staff respond well to incidents of the child being absent or missing from the home. They carry out searches for the child in areas known to them. They inform all relevant parties. Leaders promote effective partnership working with other professionals. They challenge others about their response where necessary.

p.4

How well children and young people are helped and protected: good

The child’s behaviour shows that they feel safe in the home. There have been very few incidents of negative behaviour towards staff. The child interacts with staff well and listens to their points of view. Staff use a therapeutic and educational approach to supporting the child. They have not needed to physically restrain the child.

p.5

How well children and young people are helped and protected: good

Staff hold discussions with the child on topics relevant to their needs. They record these in a child-friendly and caring manner. Staff use rewards and incentives to encourage the child’s engagement as far as possible.

p.5

How well children and young people are helped and protected: good

Some safer recruitment checks have not been carried out in the correct way. This has left the child exposed to risk from unsafe individuals. Leaders rectified this issue during the inspection, and the child did not suffer any harm.

p.5

The effectiveness of leaders and managers: good

Leaders have made significant improvements to the quality and consistency of care provided. They have put in place clear lines of accountability and review. They use regular audit and monitoring tools to support this. Staff receive a high level of training and support.

p.5

The effectiveness of leaders and managers: good

Leaders focus on achieving positive outcomes for children. They recognise it is early into the child’s placement and there are further areas for development. They have plans to manage any future admissions in a way that is positive for the child already living in the home.

p.5

The effectiveness of leaders and managers: good

There is an open and relaxed culture in the home. Staff report feeling well supported and guided. The child benefits from staff with previous experience, with most holding a relevant qualification. Staff attend regular team meetings and supervision sessions, which are of good quality.
