Inspection report for residential family centre - monitoring visit: St Michael’s Fellowship 1 St Michael’s Fellowship Crawford House, 2 Terrapin Road, London SW17 8QN

p.1

Inspected under the social care common inspection framework

p.1

Information about this residential family centre

St Michael’s Fellowship is an established independent charity. Part of its service includes 2 residential family centres in the South London area.

p.1

Information about this residential family centre

Crawford House offers a 12-week residential parenting assessment for up to 4 families. The assessments focus on children’s developmental needs, parenting capacity and family and environmental factors. The assessment process is a staged approach which starts with observations of families and transitions into teaching parents the necessary skills. The final stage is where parents are expected to demonstrate their learning to ensure the safety of their child.

p.1

Information about this residential family centre

The centre was registered in July 2004. There has been no registered manager in the centre since March 2024.

p.1

Information about this residential family centre

At the time of this visit, 3 families were living at the centre. Two parents were spoken to during the visit.

p.1

Inspection date: 17 June 2026

Date of previous inspection: 16 July 2025

p.1

This monitoring visit

This monitoring visit was undertaken to address specific concerns received by Ofsted.

p.1

This monitoring visit

We did not identify any safeguarding concerns at this monitoring visit. However, leadership and management of the centre are unstable. A manager has been in place since January 2026, but they have not submitted a complete application to register with Ofsted. Several requirements and recommendations raised at the last inspection have not been met. This includes untimely and irregular reporting to Ofsted through the Regulation 23 and 25 reports. Inspection report for residential family centre - monitoring visit: St Michael’s Fellowship 2 Parents and children attend various support groups such as ‘Rhyme Time’ and other playgroup sessions. Parents share their views, for example at weekly meetings. Parents also receive verbal feedback from staff about their care of their child. However, staff do not consistently record when parents complete care tasks. As a result, this information is not consistently shared in the regular reports to social

This monitoring visit

workers. Parents are worried about how this will impact on their assessment.

p.2

This monitoring visit

Serious incidents in this centre are rare. If incidents do occur, appropriate actions are taken and reports are detailed, including appropriate management analysis. Leaders notify the relevant placing authority when they have safeguarding concerns, and there is a collaborative approach to supporting parents and their children.

p.2

This monitoring visit

Parents’ complaints are managed well. Complainants receive feedback about actions taken in response to their concerns, and leaders have discussions with staff about learning from the situation. When necessary, external investigations also take place to ensure that there is objectivity in the complaints process.

p.2

This monitoring visit

The centre would benefit from some repair work and decoration to contribute to a more homely feel. For example, the garden is not child friendly. One family’s bathroom extractor fan is not working. One parent is worried about an exposed pipe in the lounge; they say that leaders have not properly addressed this safety issue.

p.2

This monitoring visit

When families move into the centre, leaders and managers are unable to evidence that a pre-admission risk assessment consistently takes place.

p.2

This monitoring visit

Recruitment processes are not robust. For example, leaders cannot evidence seeing the original Disclosure and Barring Service certificate before staff work with families. Some staff files do not contain full employment histories or explanations for leaving roles that involve vulnerable children and adults.

p.2

This monitoring visit

The staffing levels are appropriate to meet the needs of the families. However, there are more staff on zero-hours contracts than there are permanent staff. This creates an unstable workforce. One staff member who is on a zero-hours contract said that they feel unsupported and do not receive supervision. This staff member also said that they have not been properly inducted into the centre and that the expectation is to ‘learn as you go’.

p.2

This monitoring visit

Some of the requirements and recommendations from the last inspection were not considered in the scope of this monitoring visit. One new requirement has been raised, 4 have been restated and additional recommendations have been made. Inspection report for residential family centre - monitoring visit: St Michael’s Fellowship 3
