Inspection report for supported accommodation provider - monitoring visit: Dreamss 1 Dreamss
p.1
Inspected under the social care common inspection framework
p.1
provider
This supported accommodation service is owned and operated by a private provider. The service provides up to 13 group-living premises, which are limited to accommodating looked-after children and care leavers. The provider is registered to provide solo-occupancy accommodation. However, at the time of the inspection, they did not have any premises operating in this category.
p.1
provider
The provider can accommodate up to 55 children. At the time of the inspection, the service was providing support for 25 children aged 16 and 17.
p.1
provider
The service manager, who is also the sole director and nominated individual, registered with Ofsted in January 2024.
p.1
This monitoring visit
On 20 March 2026, Ofsted carried out a monitoring visit in response to concerns that the provider was operating outside of its conditions of registration by admitting children to its single-occupancy premises who were not yet ready to safely live alone. Following that monitoring visit, Ofsted issued compliance notices with regard to the leadership and management of the service and the support that children receive. Ofsted also issued a notice restricting accommodation.
p.1
This monitoring visit
On 5 May 2026, Ofsted carried out a further monitoring visit to review the progress made by the provider to meet the compliance notices and to assess compliance with the notice restricting accommodation. Ofsted concluded that although some progress had been made, this was not sufficient to meet all the concerns raised in the compliance notices. Both compliance notices were reissued, and the notice restricting accommodation remained in place. Inspection report for supported accommodation provider - monitoring visit: Dreamss 2 The purpose of this monitoring visit was to review the progress made by the provider to meet the compliance notices and to assess compliance with the notice restricting accommodation.
p.1
This monitoring visit
Since the last monitoring visit, leaders and managers have worked collaboratively with the placing authority to review the children’s needs. They have assessed that 3 of the 5 children whose records Ofsted reviewed have the skills to continue to live safely on their premises. Two children have moved to alternative placements where their needs can be better met.
p.2
This monitoring visit
All the premises are now registered as group-living premises that are limited to looked-after children and care leavers. There continues to be one staff member on shift 24 hours a day. This is because the manager said she intends to admit other children to these group-living homes in the near future, and children will share the staff resource. Children have been consulted about this change and said that they would like to live with another child. Children’s social workers agreed that this would be positive for children.
p.2
This monitoring visit
New monitoring systems have been designed to help the manager maintain better oversight of children’s needs and to identify any changes that occur in each premises. This system has not yet been implemented across the organisation and remains in a development stage. As a result, the impact of this new monitoring tool is unclear.
p.2
This monitoring visit
Similarly, senior managers have reviewed and revised the support planning tool. The tool has not yet been implemented but aims to ensure that children are able to co- design their support to ensure it is meaningful and purposeful to them and their individual circumstances.
p.2
This monitoring visit
The manager said that she now understands the categories of accommodation and the characteristics of children who can safely live in supported accommodation. She intends to take a lead role in the admission and assessment of children who move into the service and the initial development and design of their support. This will help to ensure a consistent approach that is aligned with the organisation’s statement of purpose.
p.2
This monitoring visit
Ofsted concluded that sufficient progress had been made to meet the compliance notices and that there are no longer any grounds for the notice restricting accommodation. Inspection report for supported accommodation provider - monitoring visit: Dreamss 3
