Inspection report for children’s home - monitoring visit: 2794973 1 Registered provider: Orchard Adolescent Care Group

p.1

Inspected under the social care common inspection framework

p.1

Information about this children’s home

The home is owned and managed by a private provider. It offers care for one child who may experience social and emotional difficulties.

p.1

Information about this children’s home

At the time of this visit, one child was living in the home.

p.1

Information about this children’s home

The manager registered with Ofsted in August 2025.

p.1

This monitoring visit

The home was judged inadequate at the full inspection carried out on 12 and 13 May 2026. The inspector identified significant shortfalls in safeguarding practice, as well as weaknesses in the home’s leadership and management.

p.1

This monitoring visit

Following the full inspection, 3 compliance notices were issued under section 22A of the Care Standards Act 2000. These related to Regulation 12 (the protection of children standard), Regulation 13 (the leadership and management standard) and Regulation 32 (fitness of workers) of The Children’s Homes (England) Regulations 2015.

p.1

This monitoring visit

This visit was carried out to monitor the action taken by the provider in response to the compliance notices.

p.1

This monitoring visit

One child continues to live in the home and is making progress.

p.1

This monitoring visit

The registered manager remains absent from work, and the home continues to be supported by an interim manager. The interim manager is making some positive changes; however, these are not yet embedded in practice. He understands the shortfalls and knows what needs to improve to better support the child and staff. Inspection report for children’s home - monitoring visit: 2794973 2 Team meetings are now taking place, and the interim manager is using these sessions to promote reflection and learning. Supervision sessions have also commenced; however, neither the manager nor all staff members are receiving supervision in line with the organisation’s policy. This is a missed opportunity to provide the manager and staff with dedicated time to discuss their practice and reflect on how they support the child.

p.1

This monitoring visit

Since the full inspection, staff have completed exercises with the manager focusing on whistleblowing and their roles and responsibilities when concerns about practice arise. However, insufficient action has been taken to ensure that all staff have completed training specific to the child’s individual needs, as well as training identified following shortfalls in incident management. This does not ensure that the child is cared for by a competent and experienced staff team.

p.2

This monitoring visit

The child’s risk assessments and support plans have improved. However, guidance for staff supporting the child during bath time lacks clarity. In addition, information regarding staff training is factually inaccurate.

p.2

This monitoring visit

Staff still do not have access to the most up-to-date information about the child. Although key statutory documents have been requested, insufficient action has been taken to escalate concerns to the relevant local authority when these documents have not been provided. This limits staff’s ability to meet the child’s individual needs well and ensure their safety.

p.2

This monitoring visit

Shortfalls in safer recruitment remain. Leaders have taken insufficient action to ensure that references are obtained and Disclosure and Barring Service checks are reviewed before employees begin working at the home. This places the child at increased risk of harm.

p.2

This monitoring visit

Action has been taken to improve the home environment. The home has been redecorated and cleaned. New carpets have been fitted, and rubbish has been removed from the outside areas.

p.2

This monitoring visit

Following this visit, a case review was held. It was agreed that the provider had not taken sufficient action to meet the requirements of compliance notices. Consequently, the compliance notices issued under Regulations 12, 13 and 32 have been restated.

p.2

This monitoring visit

The requirements raised at the full inspection were outside the scope of this visit. Progress against these requirements will be reviewed at the next inspection. Inspection report for children’s home - monitoring visit: 2794973 3
