Inspection report for children's home - monitoring visit: 2865722 1 Registered provider: DIVINE ANGELS CARE LTD
p.1
Inspected under the social care common inspection framework
p.1
Information about this children's home
This multi-build children's home is owned and operated by a private company to provide care for up to 2 children, in 2 properties, who may require support with social and emotional difficulties.
p.1
Information about this children's home
The setting and manager registered with Ofsted in December 2025. The registered manager was dismissed by the organisation in May 2026. However, they have not yet submitted their cancellation to Ofsted. An interim manager was appointed in May 2026 but has not yet applied to register with Ofsted.
p.1
Information about this children's home
There have been no children living in the home since May 2026.
p.1
This monitoring visit
This home was inspected on 28 and 29 April 2026 and was judged inadequate. As a result, a restriction of accommodation was served and compliance notices were served under regulation 12, the protection of children standard, regulation 13, the leadership and management standard, and regulation 35, behaviour management policies and records.
p.1
This monitoring visit
A monitoring visit took place on 14 May 2026 to explore the safety of the child and compliance with the restriction notice. This inspection identified that the quality of care had declined, the child had not been kept safe and there was no sustained improvement in the care and safety of the child. Ofsted issued a notice of suspension on 15 May 2026; however, the provider continued to operate illegally for a period of 4 days prior to the child moving out in a planned way.
p.1
This monitoring visit
The purpose of this visit was to monitor progress against compliance notices and adherence with the suspension notice. Inspection report for children's home - monitoring visit: 2865722 2 Since the child moved out, refurbishment work has commenced to address the poor environmental conditions. However, this has not yet been completed and remains ongoing. Prior to the child moving out, shortfalls in the suitability and hygiene of the bedroom were not addressed. These significant shortfalls were identified at previous inspections and demonstrates that the provider is unable to sustain any improvement in this area.
p.1
This monitoring visit
Leaders and managers have not ensured that staff have the necessary skills, experience and training to meet children's needs and keep them safe. There was ineffective management oversight to ensure that staff had received basic training prior to caring for a child with complex needs, and further failure to provide relevant training both while the child remained in the home and after moving out. Staff have been provided with internal workshop sessions in safeguarding and whistleblowing. However, there has been no formal, accredited refresher training provided in this period. Furthermore, only one staff member holds the relevant qualification. The remaining staff have recently been enrolled on training after a significant delay.
p.2
This monitoring visit
Despite significant safeguarding failures being identified, management oversight across the child's documentation was inadequate. Ofsted is not assured that there has been any learning from shortfalls since the child moved out. Leaders and managers have failed to review, evaluate and reflect on failures in the care provided to the child, including safeguarding, injuries to the child or physical intervention and restrictive practice. The interim manager and responsible individual have developed a document to review safeguarding incidents. However, this has not yet been used and is therefore untested. This means that there has been no learning taken or shared with the staff team to improve practice.
p.2
This monitoring visit
Leaders and managers have failed to address concerns raised in relation to the review and development of systems or processes that allows a child with additional communication needs to complain, make an allegation or share their worries. There has been no review of the current process and no consideration of how this could be adapted to meet the needs of a child with alternative communication needs.
p.2
This monitoring visit
Since the last monitoring visit, there have been changes in leadership and management. The organisation dismissed the registered manager for failing to uphold their leadership responsibilities. However, this individual has not yet submitted their cancellation to Ofsted. During this period, alternative management arrangements have been put in place. An interim manager has been appointed but has not yet applied to register. The registered provider has recently appointed a new responsible individual who has not yet applied to Ofsted.
p.2
This monitoring visit
Despite the new management arrangements, sufficient progress has not been made. Therefore, a period of suspension remains in place. The remaining statutory requirements will be evaluated at the next inspection. Inspection report for children's home - monitoring visit: 2865722 3
