p.1

report:

Overall outcome The school does not meet the independent school standards relevant to the material change. The material change has already been implemented

p.1

report:

This inspection was commissioned by the Department for Education (DfE), which is the registration authority for independent schools. The school has applied to the DfE to make a material change to its registration. The school proposes to change the maximum number of pupils attending to 1,100. The school is using 2 additional premises at 122 Cazenove Road, London, N16 6AX and 8 Chardmore Road, London, N16 6AX to accommodate this increase in roll.

p.1

report:

The purpose of the inspection is to advise the Secretary of State for Education about the school’s likely compliance with the independent school standards that are relevant to the material change that the school has applied to make.

p.1

Part 8. Quality of leadership in and management of schools

When we carry out material change inspections of independent schools, we report on the school’s likely compliance with part 8 of the independent school standards first. Under part 8, the proprietor is required to ensure that the school meets all of the independent school standards consistently. The standard in part 8 is intended to ensure that the quality of leadership and management at the school is sufficient for that purpose.

p.1

Part 8. Quality of leadership in and management of schools

The proprietor, governors and leaders demonstrate a secure understanding of the requirements of the independent school standards that were in scope for this material change inspection. However, the standards in this part are not likely to be met if the DfE decides to approve the implementation of the material change. This is due to several unmet standards outside the scope of this inspection that were reported on during the school’s recent standard inspection in January 2026. Talmud Torah Yetev Lev, 4 June 2026 2

p.1

Safeguarding

The school has a positive safeguarding culture. The safeguarding policy is suitable and available to parents upon request. Safeguarding systems and procedures are clear. The school keeps accurate records of safeguarding incidents and referrals. Leaders work effectively with external agencies when required to support the wellbeing and safety of the pupils in the school. Leaders, staff, the proprietor, and governors receive appropriate training. This supports them to be able to identify and report safeguarding concerns effectively. The school has reviewed its safeguarding procedures and considered risks that the new buildings and increase in pupil roll may pose. For example, leaders have increased the number of staff on duty at breaks and before and after school to ensure that pupils transition safely between different times of the school day.

p.2

Health and safety, fire and first aid

The school has a clear health and safety policy that is fit for purpose. Checks have been completed on site safety for both new buildings. Appropriate members of staff are trained in fire safety. Fire risk assessments are in place for all buildings in the school, including the 2 new buildings. Appropriate and regular checks take place on all fire safety equipment. Evacuation plans for all buildings are clear and pupils practise fire evacuation drills periodically throughout the year.

p.2

Risk assessment

The school’s risk assessment policy is clear and implemented effectively. Individual risk assessments identify general and specific potential risks to pupils’ wellbeing and safety. They outline the actions that are being taken to reduce these risks. Appropriate risk assessments have taken place for both new school buildings. All buildings in the school are adequately supervised by members of staff during lessons, transition times, and breaks.

p.2

Risk assessment

The standards in this part are likely to be met if the DfE decides to approve the implementation of the material change.

p.2

The recruitment checks made on staff, supply staff, and the proprietor

The school makes all appropriate recruitment checks for the proprietor, governors, staff, volunteers, and contractors. The school does not make use of any supply staff. Talmud Torah Yetev Lev, 4 June 2026 3

p.2

The single central record of these recruitment checks

The school keeps a clear record of recruitment checks for all staff on their single central record. This record is checked regularly by various members of staff, including the headteacher, governors and the proprietor, to ensure that it is accurate and up to date. Appropriate members of staff have completed safer recruitment training.

p.3

The single central record of these recruitment checks

The standards in this part are likely to be met if the DfE decides to approve the implementation of the material change.

p.3

Part 5. Premises of and accommodation at schools

The school site, including the 2 new buildings, is maintained to a suitable standard. Both new buildings are currently in use. Classrooms are appropriately resourced for the proposed increase in the school roll. This includes adequate numbers of desks and chairs. Each of the new buildings have appropriate outdoor spaces, canteens, and medical rooms.

p.3

Toilet and washing facilities and water supply

There are suitable toilet facilities for the pupils in both new buildings with running hot and cold water. Hot water is kept at a safe temperature. Drinking water is available in each building in the school and is clearly labelled.

p.3

Medical room

Although there is a central medical room in the school, each of the new buildings also has its own dedicated space to meet the needs of sick or injured pupils. These meet the requirements of the standard.

p.3

Ensuring the health, safety, and welfare of pupils

Both new buildings are maintained to a standard that ensures the health, safety, and welfare of the pupils in the school. With the inclusion of the 2 additional school buildings, there is adequate space to accommodate up to 1,100 pupils. The property at 8 Chardmore Road is currently being used for the early years. Due to the size of the classrooms in this building, it would be able to accommodate a maximum of 41 3- to 5-year-old children.

p.3

Lighting and acoustic conditions

There is appropriate lighting and acoustics in all classrooms in both of the new buildings. Talmud Torah Yetev Lev, 4 June 2026 4

p.3

Outdoor space

There is a dedicated outdoor space for children in the early years on both of the new sites. Older pupils have access to suitable outdoor provision to use during breaktimes and physical education lessons.

p.4

Outdoor space

The standards in this part are likely to be met if the DfE decides to approve the implementation of the material change.

p.4

The school’s accessibility plan

Leaders have a suitable accessibility policy in place. As a result, the school meets the requirements of schedule 10 of the Equality Act 2010.

p.4
