Inspected under the social care common inspection framework

p.1

Information about this children’s home

The home is privately owned and provides care for up to 2 children who experience social and emotional difficulties.

p.1

Information about this children’s home

The registered manager left her post following the last inspection in March 2026. A newly appointed manager is in post and has applied to register with Ofsted.

p.1

This monitoring visit

On 6 March 2026, the home was suspended following a serious incident. This visit was carried out to review the actions taken in response. While steps have been taken to address concerns and implement improvements, the suspension remains in place as investigations by external agencies are ongoing.

p.1

This monitoring visit

The registered manager resigned shortly after the incident and has recently submitted a voluntary cancellation form, following several requests from Ofsted. A new manager is now in post and has submitted an application for registration.

p.1

This monitoring visit

None of the staff who were working at the home at the time of the last monitoring visit remain at the home. Some staff members who were on probation did not successfully complete this period due to shortfalls in their practice. A new staff team has since been recruited.

p.1

This monitoring visit

Before the home’s suspension, one child’s bedroom had not been maintained to an acceptable standard. It was described as ‘unclean’, and the responsible individual reported being ‘shocked’ at its condition. This information was not available at the last monitoring visit and was not shared with the inspector at that time. During that Inspection report for children’s home - monitoring visit: 2838720 2 visit, the child’s bedroom had been packed away, limiting the regulator’s ability to fully understand the child’s day-to-day living experience.

p.1

This monitoring visit

The home environment has been redecorated, with consideration given to children’s safety. This has resulted in a more secure and supportive space that promotes children’s wellbeing and reduces potential risks.

p.2

This monitoring visit

The admissions process has been reviewed and updated to ensure that leaders and managers can make well-informed decisions about whether children’s needs can be appropriately met. This supports greater placement stability and more positive outcomes for children.

p.2

This monitoring visit

Leaders and mangers have reviewed and updated policies and procedures relating to suicide and self-harm. A flowchart has been introduced to guide staff in responding to changes in behaviour and expressions of self-harm or suicidal ideation. This is intended to support consistent, timely interventions and strengthen safeguarding, while promoting children’s emotional wellbeing.

p.2

This monitoring visit

Processes to improve oversight have been strengthened, enabling leaders and managers to identify themes and patterns in children’s behaviour and inform responsive actions. This supports more proactive management and earlier intervention.

p.2

This monitoring visit

Investigations by the police and the local authority designated officer remain ongoing. As a result, internal investigations have not been carried out. This means that potential safeguarding risks may not yet be fully understood or addressed.

p.2

This monitoring visit

The recommendations raised at the full inspection were not reviewed at this visit and therefore remain in place. Inspection report for children’s home - monitoring visit: 2838720 3

Recommendations

 The registered person should ensure that records of restraint are maintained appropriately. These records should enable the registered person and staff to review the use of control, discipline and restraint to identify effective practice and respond promptly to any issues or emerging trends of concern. The review should provide opportunities to amend practice to ensure that it meets the needs of each child. In particular, all incidents involving physical intervention should be clearly identified and recorded as restraints where appropriate. (‘Guide to the Children’s Homes Regulations, including the quality standards’, page 49, paragraph 9.59)  The registered person should ensure that each child’s plan forms the basis of their care. The provider should use their professional judgement to determine what is relevant in each case, using the plans listed in the regulations as a starting point rather than a definitive list or a tick-box approach. In particular, the registered

manager should ensure that all plans reflect the voice of the child, include clear and measurable goals, and are subject to regular and effective evaluation of progress against targets. (‘Guide to Children’s Homes Regulations, including the quality standards’, pages 55 and 56, paragraph 11.1)  The registered person should seek to involve the placing authority for each looked-after child in the home, which in practice means working primarily with the child’s allocated social worker. In particular, the registered manager should ensure that children’s files contain all key documents, including placement plans and up- to-date delegated authority or Section 20 documentation. (‘Guide to Children’s Homes Regulations, including the quality standards’, page 11, paragraph 2.5)  The registered person should ensure that the staffing structure and the experience and qualifications of staff are included in the statement of purpose.

p.4

Recommendations

(‘Guide to the Children’s Homes Regulations, including the quality standards’, page 14, paragraph 3.5)  The registered person should ensure that impact assessments include discussions with children currently living in the home. The manager must consider each child’s cultural needs and ensure that the assessment identifies and addresses any gaps in staff training. (‘Guide to the Children’s Homes Regulations, including the quality standards’, page 56, paragraph 11.4)
