p.1

Inspected under the social care common inspection framework

p.1

Information about this children's home

The home is owned by a private provider and offers care for up to 4 children who have experienced social and emotional difficulties.

p.1

Information about this children's home

The home was registered with Ofsted in January 2026. In March 2026, the registered manager requested to cancel their registration. As a result, the full inspection was brought forward. Following the inspection on 1 and 2 April 2026, the home was judged inadequate.

p.1

Information about this children's home

Both children who were living at the home at the time of the full inspection have been supported to move out. A new manager is in post and has applied to register with Ofsted.

p.1

Information about this children's home

This is the home's second monitoring visit since the full inspection.

p.1

This monitoring visit

During the full inspection, serious and widespread failures in safeguarding practices, ineffective leadership and management and poor care and experiences of children were identified. The home was judged inadequate and 2 compliance notices were issued under regulation 12 and regulation 13 of The Children's Homes (England) Regulations 2015. In addition, a notice to restrict the home's accommodation was served to prevent any other children being moved to the home.

p.1

This monitoring visit

On 20 April 2026, a monitoring visit was completed to review the effectiveness of the actions taken by leaders and managers to address the shortfalls identified in the compliance notice issued under regulation 12. It was determined that although leaders and managers had taken some action to address the shortfalls identified in the compliance notice, they were not yet able to demonstrate effective oversight of safeguarding concerns or a clear understanding of safeguarding procedures. As a Inspection report for children's home - monitoring visit: 2872012 2 result, the compliance notice was re-issued and the restriction of accommodation remained in place.

p.1

This monitoring visit

The purpose of this monitoring visit was to review the effectiveness of the actions taken by leaders and managers to address the shortfalls identified in the compliance notices issued under regulations 12 and 13.

p.2

This monitoring visit

Leaders and managers have implemented systems and processes to monitor safeguarding concerns effectively and maintain robust oversight. Leaders, managers and staff have reflected on previous shortfalls and identified learning to strengthen their skills, knowledge and understanding of safeguarding procedures. In addition, relevant policies and procedures have been reviewed and updated to ensure that they align with statutory guidance and regulation.

p.2

This monitoring visit

Since the home opened, 7 concerns about staff practice have been raised, many of which relate to the use of restraint. All concerns have now been shared with the relevant professionals, and 3 have been concluded with outcomes and actions agreed. Leaders and managers continue to work with professionals to explore and agree outcomes regarding the remaining 4 concerns. Where concerns have been concluded, leaders and managers have taken appropriate action to address shortfalls and improve staff practice.

p.2

This monitoring visit

All staff are completing a comprehensive induction and training programme. Leaders and managers have placed a clear focus on ensuring that staff respond appropriately to children's views, wishes and concerns. Staff are being supported to develop a better understanding of their role in promoting children's voice in their day-to-day practice. In addition, staff have also been supported to recognise the importance of encouraging children's engagement in their education, training and employment.

p.2

This monitoring visit

Leaders and managers have commissioned a clinical psychologist to help staff develop their understanding of children's needs and ensure that their approach is consistent with the home's therapeutic ethos. Staff say that they feel supported by leaders and managers and they are optimistic about the future development of the home.

p.2

This monitoring visit

Leaders and managers have reviewed and strengthened their processes for assessing whether the home is suitable to meet children's needs and keep them safe before they move in. The process will now also involve consultation with the child, staff and the home's psychologist to ensure that decisions are informed by a range of viewpoints.

p.2

This monitoring visit

Leaders and managers have taken action to ensure that staff have a sound understanding of fire evacuation procedures. Staff have demonstrated that they are safely able to evacuate the building when the fire alarm sounds.

p.2

This monitoring visit

Leaders and managers continue to review safer recruitment checks to ensure that they are robust. Inspection report for children's home - monitoring visit: 2872012 3 Leaders and managers have taken sufficient action to meet both compliance notices. However, many of the improvements are in their infancy and, as there are currently no children living at the home, the impact of the changes cannot be fully evaluated. As a result, all requirements and the recommendation have been restated to ensure that progress is sustained and reviewed at the next inspection.

p.2

This monitoring visit

The restriction of accommodation notice remains in place.
