Inspection report for supported accommodation provider - monitoring visit: Avantis Living 1 Avantis Living
p.1
Registered provider: Avantis living Limited
p.1
Inspected under the social care common inspection framework
p.1
provider
A private provider owns this supported accommodation service. It offers accommodation in 12 properties registered to deliver supported accommodation in a shared or group living situation in premises used to accommodate children in care or care leavers. The registration also includes premises that are not limited to accommodating looked-after children and care leavers.
p.1
provider
At the time of this inspection, 6 looked-after children or care leavers were using this service.
p.1
provider
The organisation and the service manager registered with Ofsted in July 2025. The same person holds the nominated individual and registered service manager roles.
p.1
This monitoring visit
Ofsted carried out a full inspection across this service from 12 to 16 January 2026. The inspectors found serious and widespread weaknesses, leading to significant concerns about the leadership and management of the service.
p.1
This monitoring visit
Following that inspection, Ofsted issued 4 compliance notices. These related to the leadership and management of the service, the standard of children’s accommodation, the notification of serious incidents and the support to children.
p.1
This monitoring visit
Ofsted carried out a monitoring visit on 5 March 2026 to review the provider’s progress to meet the steps in the compliance notices. The compliance notices relating to the leadership and management of the service and the standard of children’s accommodation were not met and reissued. Inspection report for supported accommodation provider - monitoring visit: Avantis Living 2 The purpose of this monitoring visit was to consider the progress made against the remaining compliance notices. This included discussions with the registered service manager, revisiting one of the premises and reviewing the children’s records and the records relating to the leadership and management of the service.
p.1
This monitoring visit
Leaders and managers have failed to provide a consistently welcoming, homely or well-maintained environment for children. At the time of the visit, the property visited at previous inspections and identified as a significant cause for concern was undergoing a refurbishment. However, leaders and managers have failed to ensure the readiness of the property within the required timescales. For example, although the adjoining premise is now secured to prevent access between the two premises, the registered service manager, who is also the nominated individual, has not implemented adequate privacy measures. The provider subsequently requested to remove this property from the registration during the visit. While Ofsted considers this request, it remains that none of the steps in the compliance notice are met.
p.2
This monitoring visit
The electronic recording system to support the management of the service is not operating to its full potential. Although the system can support the registered service manager’s oversight of significant incidents and safeguarding concerns, the system for monitoring children’s progress is not robust. This is because the documents exist in multiple versions, which may lead to confusion and unreliable information-sharing with children, staff and professionals. This step of the compliance notice is not met, and it has been reissued.
p.2
This monitoring visit
Similarly, leaders and managers failed to demonstrate that they have an effective admissions process in place. Although the rationale for accepting children is included, the system is not consistently used. This step of the compliance notice is not met, and it has been reissued.
p.2
This monitoring visit
There is no reliable system to ensure that children placed in any new properties are notified to Ofsted. The registered service manager shared evidence during the visit that was not related to this specific shortfall. This step of the compliance notice is not met, and it has been reissued.
p.2
This monitoring visit
The provider has failed to notify Ofsted about all significant incidents. No acceptable rationale has been given for not notifying Ofsted about incidents that involve police callouts and children going missing from care due to their vulnerability to criminal and sexual exploitation.
p.2
This monitoring visit
Leaders and managers, including the organisation’s other director, failed to provide Ofsted with the required information in a timely or professional manner. This does not demonstrate efficient and effective leadership and management of the service. This shortfall also questions the quality and accuracy of guidance given to staff responsible for supporting the children. Inspection report for supported accommodation provider - monitoring visit: Avantis Living 3 Requirements made at the last inspection are outside the scope of this visit. These will be reviewed at the next inspection. Inspection report for supported accommodation provider - monitoring visit: Avantis Living 4
