Inspection report for children's home - monitoring visit: 2730001 1 Registered provider: Cambian Childcare Limited
p.1
Inspected under the social care common inspection framework
p.1
Information about this children’s home
The home is owned by a large national company. It provides care for up to 2 children with mental health difficulties who may not be able to live in the community without continued support. The home aims to provide children with a period of stability and assessment.
p.1
Information about this children’s home
At the time of this inspection, there were no children living at the home. There was no registered manager in post.
p.1
Information about this children’s home
There is a separately registered school on site. The inspector only inspected the social care provision.
p.1
This monitoring visit
A full inspection took place on 23 and 24 February 2026. The home was judged ‘inadequate’. As a result, a restriction of accommodation notice was served. This visit was to monitor the restriction of accommodation and to assess progress with requirements that had been made.
p.1
This monitoring visit
Since the last inspection, one child has moved out. Due to the restriction, no children can move in. There is no manager or staff team at the home and the home is non- operational. The proposed responsible individual has no plans for children to move in and understands that suitable management arrangements need to be in place before this can be considered.
p.1
This monitoring visit
While the child was living in the home, incidents reduced and the severity of incidents decreased. However, management oversight of the incidents that did occur was weak. In one incident, the child made an allegation about a member of staff. This was not identified or acted on by the acting manager or senior manager who was providing oversight. In another incident, the child made comments about the Inspection report for children's home - monitoring visit: 2730001 2 care they were receiving in the home. Again, the managers in the home at the time did not explore these comments. This means that for the period that the child remained in the home, leaders and managers failed to act on potential issues.
p.1
This monitoring visit
Senior leaders and managers completed various audits, including daily and weekly checks. These checks continued for the period that the child remained living in the home, however, they did not identify the issues with the allegation and potential complaint. The process of auditing did not identify potential concerns and action was not taken in response, which left the child at risk of harm.
p.2
This monitoring visit
The progress made by the home has been minimal and ineffective. For example, a team meeting took place on 18 March 2026. The record includes a comment that the child should not be vaping but as they were due to be moving out in 2 days ‘it is a bit late to make meaningful change’. There was no evidence to demonstrate what staff were doing before this to encourage the child to stop vaping. Managers and staff did not ensure prompt action to support the child to stop vaping.
p.2
This monitoring visit
There are no details of where children who previously lived at the home have moved to. This means that the record the home is required by law to keep has not been completed.
p.2
This monitoring visit
Staff have been redeployed to other homes on the site. They have received training in subjects such as neurodiversity and safeguarding. This equips them with the knowledge needed to work in the other homes.
p.2
This monitoring visit
Leaders and managers have ensured that an investigation into poor practice has been carried out. As a result of this process, relevant human resources actions have been put in place.
p.2
This monitoring visit
Before they were redeployed, staff had started to write records in a child-friendly way which helped them to be more thoughtful in their interactions.
p.2
This monitoring visit
The restriction of accommodation notice remains in place. The previous requirements set have been restated.
